The Lusaka Sanitation Project (LSP) consists of a set of interventions in the city of Lusaka, aimed at addressing the sanitation challenges through a city-wide approach. It is being implemented by the Lusaka Water and Sewerage Company (LWSC) and supported by five IFIs, namely the World Bank (WB), African Development Bank (AfDB), Millennium Challenge Corporation (MCC), German Development Bank (KfW), and European Investment Bank (EIB).

Under the LSP, LWSC plans to construct 12,000 household on-site sanitation facilities; four faecal sludge treatment plants for the peri-urban and low-income communities of Lusaka; 10 Decentralized Wastewater Treatment Systems (DEWATS); construction of 100 public toilet facilities; and expansion and rehabilitation of existing sewerage network up to an estimated 520km to cover both urban and peri-urban communities of Lusaka.

LWSC intends to use part of this funding for technical assistance in FSM business development with the objectives to:

  1. Assess and advise LWSC on the business potential that exists with regard to FSM services in Lusaka;
  2. Prepare a FSM business plan to guide LWSC in achieving safe and efficient collection; transportation, treatment and reuse of the faecal sludge generated in the city;
  3. Identify and evaluate FSM service delivery models, including the franchising model that LWSC is currently considering, and advise on the most appropriate model;
  4. Provide technical support to LWSC in implementation of the FSM business plan and the chosen FSM service delivery model.

The total duration of the assignment is estimated at 28 months, expected to be split into two phases: phase 1 at 10 months and phase 2 at 18 months. The project is planned to start in September 2017.

Job description

The Team Leader will lead a team of international and national experts in Lusaka tasked with providing technical assistance to LWSC. The Team Leader will coordinate the work with the client, the partners, the WSUP Zambia programme and will work in close collaboration with the project director based in the head office of WSUP Advisory in London. In their technical capacity, the team leader will have lead responsibility for evaluation of business models, preparing the LWSC business plan and supporting the development of the FSM capacity of LWSC and of SMEs that may be contracted to provide FSM services. S/he will also take responsibility for all aspects of project implementation including the business, administrative and financial management of the project.

This position requires long-term inputs and extended periods in Lusaka through the project implementation period with inputs of 9 months in phase 1 and 12 months in phase 2.

Candidate requirements

WSUP Advisory is looking for an individual with the following skills and experience:

  • MBA or equivalent;
  • At least 15 years of experience in business including business planning, preferably for utilities, and business development support to SMEs
  • At least 10 years’ experience of leading similar assignments in sub-Saharan Africa, and preferably experience in Zambia;
  • Good understanding of regulated markets and private sector commercial drivers;
  • Strong record of leading a team and providing direction;
  • Experience of working in the urban sanitation or water sector;
  • Ability to influence at senior management level and drive change where necessary;
  • Excellent command of English
