Project Objective:

The SI Team has been contracted the Public Sector Modernization Project (PSMP) by USAID to improve pay and performance management in participating ministries and strengthen payroll management in the Civil Service in Liberia. PSMP is co-financed by USAID, the Swedish International Development Cooperation Agency (SIDA) and the International Development Agency (IDA) World Bank. The project is directly implemented by the Civil Service Agency (CSA) and Liberia Institute of Public Administration (LIPA). The evaluation is expected to start mid-July and will last approximately 12 weeks in Liberia.

The PSMP evaluation will examine the effectiveness of the funding mechanism to achieving objectives and determine the value for money of the Investment Project Financing (IPF) approach. It will also explore best practices in the implementation of various funding mechanisms given USAID’s vast experience in direct government financing, as it relates to PSMP. The Mission will use findings from the evaluation to inform future use the funding mechanism and to inform more strategic USAID investment in the sector.

The estimated start date will be mid-July through October 2017. The estimated LOE will be 50 days.

Position Description:

SI is seeking a Team Leader/Senior Evaluation Specialist who will be responsible for coordinating the activities of the evaluation team and will serve as the main point of contact between USAID and the contractor’s headquarters. The Team Leader will be working alongside four additional team members: three technical experts, and an evaluation specialist.

Responsibilities:

  • The Team Leader will approve the final evaluation design, oversee the development of evaluation instruments, integrate the findings of different team members and coordinate the preparation of the final reports.
  • Provide technical expertise and lead efforts in mid-term performance evaluation design, methodology and data collection instruments.
  • Lead the preparation and presentation of the key findings and recommendations to USAID/Liberia.
  • Provide leadership for the team and coordinate activities as necessary.
  • Conduct interviews, surveys, site visits, document review and focus groups.
  • The team leader is responsible for analyzing information collected through desk reviews, field interviews, and other proposed methods preparing periodic (bi-weekly) interim findings and presenting these to USAID/Liberia.
  • Taking into consideration of feedback from interim findings presentations, the team leader is responsible for writing the draft assessment report and presenting main findings to USAID/Liberia.
  • he team leader is responsible for responding to USAID comments on the draft report and submitting a final report to USAID/Liberia.

Qualifications:

  • Must have at least ten years of experience in the administration of multi-faceted governance strengthening interventions in developing countries with a background in civil service financial reform of public financial management.
  • A post-graduate degree in public administration, public financial management, law, organizational management, or related field is preferred.
  • Knowledge of various donor funding mechanisms is preferred.
  • Previous work experience in managing multi-disciplinary teams and developing and conducting qualitative evaluations in Africa is preferred.
  • Ability to conceptualize and structure evaluation activities and produce high quality evaluation reports in English.
