  • General background :
    Asmae is a French international solidarity NGO specialized in child development. Independent, non-religious and non-political, it is open to everyone.
    Created in 1980 by Sister Emmanuelle following her experience with scavengers in Egypt’s slums, Asmae keeps on respecting its founder’s values and methods: listening and proximity, pragmatism, respect of the differences, professionalism and reciprocity.
    Asmae’s action aims to support vulnerable children and their families through providing tailor-made and long lasting support to local stakeholders working on child education and protection.
    Its vision, “A fair world which guarantees that children can live and grow with dignity within their environment, to become free women and men who contribute to society”, is broken down into four missions:
    • Stimulate child development through a global approach. To do this, Asmae also works on family support by taking their environment into account;
    • Build the capacity of local stakeholders involved in child development, boost cooperation amongst them and maximize their social impact;
    • Stand up for children by raising awareness and advocating;
    • Experiment, disseminate and share practices.
    Nowadays Asmae supports education and protection projects through 64 local organizations in Burkina-Faso, Egypt, France, India, Lebanon, Madagascar, Mali and Philippines. Furthermore, in France, Asmae also directly manages a mother and childcare center.
  • Asmae in Egypt background :
    Asmae is registered under the Ministry of Solidarity since May 2015. Asmae promotes child education and care within two areas of intervention: the prevention of school drop-out and underperformance and the support to children with disabilities. Asmae is currently supporting eight Egyptian associations working in informal areas of Greater Cairo, in Alexandria and Arment (Luxor governorate). Asmae Egypt’ team is based in Cairo with four persons (two translators/interpreters, one Coordination assistant and one Coordinator). Asmae is in the process of recruiting a project officer, an admin and finance officer and a child development technical adviser.

Asmae plans to extend its intervention to Upper-Egypt during the period of 2016/2018. In order to do so, Asmae is planning to conduct a field study that will identify the needs, gaps and opportunities in the fields of education and child protection; The field study will have a special focus on the needs of children with disabilities. Based on the results of the study, Asmae will develop a new partnership in Upper Egypt with a local association operating in that field.

Within the area of intervention “Support to children with disabilities”, Asmae supports three Egyptian associations including Basmat Amal Association, created in 2000, by six families of poly-handicapped children. Their objective was to promote access to quality services centers for children with special needs Asmae has been supporting Basmat Amal since 2009. Asmae provides technical and financial support to three rehabilitation centers for children with special needs.
Basmat Amal’s work with children with disabilities can be defined as follows:
• Support to children with disabilities in day centers, where they provide children with individual and collective sessions of psychomotricity, speech therapy and academic learning.
• Children with special needs who can be enrolled in schools spend three days at the center and two days in inclusive schools.
• awareness raising activities and support to families
• Cooperation with Egyptian Authorities (Ministries of Education, Solidarity and Health) in order to promote effective access to rights for children with special needs (social insurance, education, etc.).

2- MISSION :

To contribute to the design and the implementation of Asmae’s area of intervention « support to children with disabilities » in Egypt.

3- OBJECTIVES :

3-1 Support Basmat Amal’s operational team in defining, developing, implementing and monitoring and evaluating the rehabilitation program for children with special needs:

  • Strengthen Basmat Amal’s knowledge disability (definition, strategies, policies, etc.),
    • Support the partner in improving its rehabilitation program,
    • Perform a diagnosis of Basmat Amal’s capacities in supporting children with special needs, with a focus on special education,
    • Design, with the partner, training modules based on the operational diagnosis, with a focus on special education,
    • Train Basmat Amal’s team on the identified topics,
    • Support the technical team in the implementation of the trainings
    • Provide Basmat Amal with training modules and tools.

3-2 Contribute to the development of tools, pedagogical materials as well as the strategy related to special education:

  • Based on the diagnosis of Basmat Amal’s needs, identify and design tools and pedagogical materials in order to build the partner’s capacity related to special education
    • Work with Basmat Amal team in implementing tools and material
    • Participate to the thinking around the strategy for special education (public schools, specialized classrooms, etc.) with Basmat Amal and Asmae Country Coordinator.

3-3 Participate in designing and implementing Asmae’s area of intervention « support to children with disabilities »:

  • Prepare and facilitate experience sharing workshops between Asmae’s partners,
    • Take part in national network on education and protection,
    • Work with the Child development Technical Adviser on common topics (such as child development, child’s psychology, learning difficulties, etc.),
    • Contribute to the field study in Upper Egypt,
    • Take part in the office and team activities,
    • Submit a monthly report to the Country Coordinator,
    • Submit an end of mission report to the Country Coordinator.

4-PROFILE

Education:
• Degree(s) in Special Education.

Professional experiences:
• Five years’ experience in the field of special education
• Experience in specialized institutions and/or specialized schools,
• Experience in adults training.

Professional skills:
• Fluent in English (writing and speaking),
• Familiar with Office Pack,
• French is an asset.

Personal qualities:
• Autonomy,
• Observation and analysis skills
• Ability to adapt in various cultural and professional contexts,
• Ability to work with limited tools in small spaces,
• Patience, diplomacy and sense of listening,
• Ability to build confidence with various partners,

5- PRACTICAL INFORMATION

Duration of the mission: 12 months (renewable)
Starting date: January 2017
Contract: Egyptian candidate will be employed under Egyptian Labor code contract; other candidate will be volunteer under the International Solidarity Volunteer status.
Salary:
For Egyptian candidates: From 7000 to 9000 Egyptian pounds, according experience (net salary)
For VSI: 1101 euros net + 342 euros net

Conditions:
The position is based in Cairo.
The position requires frequent travels inside Greater Cairo and Upper Egypt.
The office languages are French, English and Arabic. For non-Arabic speaking employee, a translator/interpreter will be provided.
According to Asmae’s security plan, restrictions may be implemented for international staff.
