CHAI currently seeks a Technical Advisor to work with the Rwanda Social Security Board (RSSB) to conduct a thorough business process mapping of their Community Based Health Insurance (CBHI) scheme to identify and implement operational efficiencies to increase the sustainability of the scheme.  In addition, the Technical Advisor will work with the leadership team to conduct data analysis and provide recommendations for priority projects. The technical advisor will report administratively to the CHAI Health Financing Program Manager will take programmatic direction from RSSB Management, in order to provide critical strategic and analytical support to RSSB and its stakeholders. This position offers a unique opportunity to work closely with government counterparts through RSSB to develop critical skillsets, tools, and the capacity to enable better management and monitoring of resources for health within the Universal Health Coverage (UHC) scope.

Responsibilities:

Provide analytical support to RSSB in areas such as:

  • Serve as an advisor to the Deputy Director General of Benefits at the RSSB, responding to strategic questions when they arise;
  • Propose enhancements to streamline critical processes to improve access to quality health care services;
  • Support RSSB to conduct quantitative analyses and present results to inform senior management decisions that improve efficiency, effectiveness, and sustainability of the Community Based Health Insurance scheme;
  • Advise on long term health financing strategic plans to ensure financial sustainability of the Community Based Health Insurance scheme;
  • Provide analytical support to RSSB leadership team to prioritize interventions in light of limited resources;
  • Identify and implement operational improvements with RSSB to efficiently utilize resources within the Community Based Health Insurance scheme;
  • Build process management and technical capacity within RSSB, including formal training as well as day to day support; and
  • Perform any other duties assigned by the RSSB Deputy Director General of Benefits

Qualifications:

CHAI works in a fast-paced, results-driven environment, and these health insurance initiatives are a high priority for the government. We are seeking a highly-motivated individual who is a fast learner and who is both detail oriented and has the ability to ask the key questions or see the “big picture”. CHAI places great value on resourcefulness, entrepreneurship, responsibility, tenacity, flexibility, independence, energy, work ethic and humility.  In addition, the candidate must demonstrate excellent communications skills, display cultural sensitivity and have experience working with senior leaders.

  • Master’s degree in a related field such as economics, public health, finance, or public policy
  • 4-5 years of professional experience in demanding, results-oriented environments in the public sector and/or private sector (e.g. Actuarial sciences, management consulting, banking, etc.);
  • Ability to learn on the job quickly through research and absorb and synthesize a broad range of information;
  • Excellent problem solving, analytical and quantitative skills, including attention to detail and fluency in Microsoft Excel;
  • Strong communication skills, including delivery of compelling presentations (in Microsoft PowerPoint) and documents (in Microsoft Word);
  • Strong technical and interpersonal skills, and ability to build strong professional relationships with senior leaders;
  • Demonstrated ability to multi-task, be effective in high-pressure situations and adapt to fast-paced and changing environments with a strong commitment to excellence;
  • Strategically minded, able to think creatively around long-term program objectives and the detailed steps necessary to achieve these goals;
  • Ability to manage ambiguity, work independently on complex projects and deliver results in a timely manner; and
  • Proficiency in English is required
