The Technical Director will provide technical leadership and project oversight in the areas of HIV testing, prevention, care, and treatment for an upcoming Centers for Disease Control (CDC)-funded HIV Testing Services (HTS) project in Zambia. The project aims to ensure that individuals, couples and families (including children) get tested and know their HIV status, and are linked to appropriate clinical services based on their test results. This program will target high-risk, undiagnosed persons including men aged 25-40, adolescent girls and young women (AGYW), partners of people living with HIV (PLHIV), sex workers (SWs), and men who have sex with men (MSM). The project will operate over a five-year period.
The position will operate under the leadership of the Project Director and Jhpiego’s senior management team, and will oversee and ensure the technical and methodological soundness of all project activities. In collaboration with project team and partners, the position will support the design and implementation of service delivery strategies based on scientific evidence.

Responsibilities:
- Provide technical oversight, strategic direction and definition of appropriate project activities
- Establish and implement a system to ensure technical quality of project activities
- Develop and/or update evidence-based training materials, standards, job aids, and curricula, supervisory systems needed for implementation of the project to meet the needs of CDC and the Government of Zambia
- Provide mentoring and capacity building at the individual and organizational level in specific areas of expertise including but not limited to:◦Recruitment, targeting, and community mobilization for HIV testing services
◦Provision of quality HTS in accordance with national and international standards
◦Establishment and implementation of linkage and referral systems between health facilities, and between facilities and communities
◦Linkages between HTS and HIV prevention services, including pre-exposure prophylaxis (PrEP)
◦Linkages between HTS and HIV care and treatment services, including antiretroviral therapy (ART) services, and support for adherence and retention
- Provide technical assistance for site assessments, site strengthening, referral systems, in-service and/or pre-service education, and supportive supervision as required
- Coordinate demand generation, and policy support, across project sites as required
- Lead the formulation of innovative approaches for scale up of targeted HTS services, for example provider-initiated HIV testing services, index partner testing, and HIV self-testing
- Actively participate in relevant technical advisory/working groups, and represent Jhpiego in professional forums by participating and presenting in pertinent meetings and conferences
- Work with health care providers, local authorities, community members and project team members to identify clinical and community-based service delivery issues that impede access to and uptake of services
- Identify and implement appropriate facility- and community-based strategies to address service delivery gaps in HTS and linkage to HIV prevention, care, and treatment services
- Identify training needs for clinical and community healthcare providers and assist in the design and implementation of measures to address those needs
- Analyze potential HTS strategies and data within the context of the project to create buy-in, as necessary, to policymakers, funding agencies, project staff, and health institutions
- Work closely with the Project Director on setting project priorities and directions, and responding to requests for support from local counterparts
- Work with M&E staff to design, implement a plan to track data/results related to HIV testing to inform adjustments in project implementation
- Review project data regularly, in collaboration with M&E and other technical staff, and make adjustments to project directions as needed
- Document successes, lessons learned and challenges in implementation as well as reports of project activities and results to the project and donor, including routine quarterly and annual reports and other reporting requirements as requested
- Document and maintain an inventory of successful tools and approaches for HTS and linkage with HIV prevention, care, and treatment services
- Author/co-author abstracts, presentations, and articles for journals and conferences, as appropriate
- Supervise technical staff
- Maintain excellent relationships with CDC and in-country stakeholders and develop rapid responses
- Provide technical leadership to the development the project strategic plan, work plan, and project monitoring, in close collaboration with Zambian government counterparts (Zambian Ministry of Health (MOH), provincial/district MOH, and Ministry of Community Development, Mother and Child Health), other CDC grantees and other key stakeholders in Zambia to ensure timely implementation and compliance to the requirements and regulations of the award
Required Qualifications:
- Bachelor’s degree in clinical or social science field is required. A Medical Degree (doctor or nursing) is preferred; Master of Public Health is preferred
- At least 10 years’ experience implementing and/or providing technical assistance in HIV prevention, care and treatment, especially HIV testing
- At least 10 years’ experience implementing and/or providing technical oversight of $5M in donor-funded projects, and in the design and implementation of overseas health projects; preferably in Zambia
- Demonstrated experience training clinical and community-based healthcare workers on HIV prevention, care and/or treatment, particularly HTS
- Demonstrated experience providing capacity building assistance at individual and organizational levels
- Skilled in at least two or more of the following technical areas: strengthening service delivery projects; training; pre-service education; performance and quality improvement; HIV prevention, care and treatment
- Demonstrated experience and practical technical skills in HIV testing services necessary for strengthening HIV care and treatment service delivery at the national, provincial, clinical and community-level
- Demonstrated in-depth understanding of Zambia healthcare system, particularly the public health system; experience living and working in Zambia preferred
- Familiarity with CDC’s administrative, management and reporting procedures and systems
- Proven track record managing a project team composed of several technical experts and fostering team work
- Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with CDC, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector
- Expertise in research to practice—identifying and adapting best practices to specific project contexts
- Excellent verbal, written interpersonal and presentation skills in English
- Proficiency in Microsoft Office
- Ability to travel nationally to project sites
