Opportunity
Abt Associates seeks a qualified Regional Clinical Quality Assurance Supervisor to support the International Health Division in Uganda.
The USAID-funded Uganda Voucher Plus Activity in Uganda aims to achieve measurable improvements in safe motherhood services by supporting health financing and innovative service delivery models in the private sector.
Under the supervision of the Deputy Chief of Party, the Regional Quality Assurance Supervisor is responsible for ensuring the overall technical excellence of the Uganda Voucher Plus Activity’s service delivery, financing, and capacity building activities in the regions. This person will oversee all RMNCH clinical quality assurance activities, e.g. mentorship, technical support supervision, taking place in accredited private health facilities in Northern and Eastern districts in line with MoH policy for CQI in MNCH. This person will supervise six field based staff who are working weekly with providers to improve their RMNCH clinical skills. The position will be based either in Eastern or northern Uganda with constant travel between the two regions.
Key Roles and Responsibilities
- Establish systems to monitor adherence among facilities participating in the Voucher Activity to the national service standards of care for comprehensive Obstetric, Neonatal and Family Planning services by all supported facility providers.
- Provide technical oversight to the Accreditation and Training Agency’s (ATA) field teams to implement provider capacity building approaches to ensure technical excellence in service delivery, and monitor accreditation standards and processes.
- Oversee the quality assurance field activities, including developing and implementing clearly defined quality improvement plans to ensure all supported facilities maintain the acceptable standards of care.
- Contribute to the development and implementation of innovative approaches for improving technical skills, including sharing best practices and lessons learned from other programs, developing relevant training curricula, creating opportunities for peer mentorship and learning.
- Provide routine oversight through onsite mentorship and supervision to service providers in the regions to ensure adherence to the acceptable standards of Obstetric, Neonatal and Family Planning services for clients
- Provide field oversight to Voucher Management Agency (VMA) activities including submission and handling of provider claims, payments to providers and distribution of claims stationery to providers among others.
- Create and maintain linkages with the DHOs’ offices and other RMNCH and FP partners in the regions.
- Provide field oversight and feedback to Kampala on demand generation and voucher distribution activities.
- Act as the Activity’s field focal person with the providers, handling all their issues including among others consultations on Voucher covered services, complications management, etc.
- Provide regular field reports to Kampala office.
- Represent Uganda Voucher Plus Activity at relevant regional and District specific meetings and technical working groups and provide evidence-based recommendations for program improvements.
- Contribute to reports generated by the Activity.
- Support monitoring and evaluation tasks as requested.
Preferred Skills / Prerequisites
- A medical degree(MBchB or its equivalent from a recognized University)
- Master’s Degree in Public Health will be an added advantage.
- Specific training and or experience in RMCH technical areas is added advantage.
- At least 8 years of experience in a service delivery setting in reputable NGOs at the regional and/or district level in Uganda. (desirable)
- In depth knowledge of evidence-based and promising models, and internationally-recognized best practices in safe motherhood.
- Experience with private sector health service delivery. (desirable)
- Demonstrated abilities to plan and implement capacity building activities and workshops.
- Experience in mentorship and coaching providers on clinical and medical issues.
- Advanced written, presentation, and communication skills in English.
- Ability and willingness to travel extensively in the Eastern and Norther regions.
- Understanding of Eastern and Northern Ugandan dialects (desirable)
- Must be Ugandan national.
Minimum Qualifications
- 8+ years of experience and a master degree OR the equivalent combination of education and experience.
