The Consultant will provide guidance on several activities aimed at strengthening Mozambique’s public and private sectors for family planning and condoms. Specifically, the consultant will focus on two tracks:

  1. PSI Mozambique has conducted a family planning TMA landscaping activity focusing on adolescents (ages 16-24). The Mozambican Ministry of Health (MoH) and United Nations Population Fund (UNFPA) have expressed interest in partnering with PSI to better understand the total market approach.
  2. PSI Mozambique will be conducting a complimentary analysis focused more specifically on the national condom market to identify market opportunities and failures in the public condom market.

PSI Mozambique is looking for a TMA consultant who can help to engage national stakeholders to consult, refine and complete existing family planning work. The aim is for this work to be distilled into a form that can be used for national level circulation, vision, and advocacy in Mozambique.

We are looking for someone who has experience with market development or total market approaches in the global health arena to support our analysis and recommendations to optimize the Family Planning and Condom markets in Mozambique. Portuguese language skills are a plus.

Your contribution

  • TMA summary document identifying use/need, market opportunities and failures, and priority actions to be taken to achieve 2020 targets.
  • Produce a TMA summary document identifying use/need, market opportunities and failures, and priority actions to be taken to “optimize condom use.”
  • Work with the national group to identify the roles, in the space of condoms and family planning services and products, of donors, NGOs, and national institutions, i.e., who does what and where are the gaps.
  • Lead a workshop, in collaboration with a local facilitator, to distill findings to relevant stakeholders, and a document that synthesizes these conclusions into an advocacy piece.

All activities should be based in TMA methodology, including the analysis approach and final presentations. This will be an opportunity to demonstrate thought leadership on the role of public, private, and social marketing contributions to Mozambique’s condom market.

What are we looking for?

  • Masters in Public Health
  • Experience using and implementing total market or market development approaches
  • Experience or expertise designing/implementing/evaluating family planning programs
  • Experience facilitating workshops with various stakeholders
  • Preference for fluency in Portuguese

Timeline:

Work is expected to start at the beginning of June with an expected completion date by the end of August.

PSI was founded in 1970 to improve reproductive health using commercial marketing strategies. For its first 15 years, PSI worked mostly in family planning (hence the name Population Services International). In 1985, it started promoting oral rehydration therapy. PSI’s first HIV prevention project — which promoted abstinence, fidelity and condoms — began in 1988. PSI added malaria and safe water to its portfolio in the 1990s and tuberculosis in 2004.

HEALTH IMPACT

PSI has an uncompromising focus on measurable health impact and measures its effect on disease and death much like a for-profit measures its profits. Just last year PSI saved the lives of 9,246 mothers, prevented 3,896,671 unintended pregnancies, stopped 234,367 new HIV infections, and avoided 379,286 deaths due to diseases like malaria, diarrhea and pneumonia that most threaten young children.
