Background

The Government of Kenya, through the Ministry of Agriculture, Livestock and Fisheries (MoALF), is implementing the Kenya Small-scale Irrigation and Value Addition Project (SIVAP) as part of its efforts to enhance smallholder’s agricultural productivity and food and nutrition security while promoting increased participation of women and youth. With funding from the African Development Bank (AfDB) and the Global Agriculture and Food Security Program (GAFSP), the project is being implemented in eleven counties namely: Bomet, Kajiado, Kitui, Machakos, Makueni, Meru, Murang’a, Nyandarua, Nyeri, Tana River and Tharaka-Nithi.

The successful implementation of SIVAP activities requires strengthened project management and implementation skills, and technical capacities to provide adequate support and extension services both at national and county levels. Subsequently, the Food and Agriculture Organization of the United Nations (FAO) has designed a project to provide technical assistance to the SIVAP using 5% of the funds from GAFSP. The expected outcome of the TA-SIVAP is a strengthened technical and organizational capacity at the national and county level that will lead, under conducive external conditions, to achievement of SIVAP outcomes.

One of the core activities of the TA- SIVAP is enhancing capacity of the management teams of MoALF at national and county level to successfully manage and monitor implementation of SIVAP activities. The project aims to develop and implement an intensive training and capacity building initiative to create synergy within the existing capacities of the Project and County Coordinating Units to successfully undertake their roles and fully implement SIVAP. FAO Kenya therefore seeks to recruit a consultant who can develop relevant interactive training material based on already identified needs and conduct multidisciplinary training in various training workshops.

Reporting line and specific tasks

Under the overall supervision of the FAO Representative in Kenya, and the direct supervision of the TA-SIVAP team leader, the consultant will be responsible for the deliverables in Activity 1.2 under Output 1.0 in the project document. Output 1.0 and Activity 1.2 narrate as “KSIVAP’s National and County Coordination Unit members’ knowledge and skills to oversee and coordinate the implementation of KSIVAP enhanced” and “provide training, guidance and support in developing managerial and organizational capacity at national and county level to strengthen their operations and mandates in order to implement KSIVAP activities successfully” respectively.

The consultant will;

  1. i) Develop appropriate training modules and materials with a compelling mix of theory and strategy aimed at enhancing the existing capacities of the PCU and CCU on project management, value chain analysis, and eco-system-based approach among other modules.
  2. ii) Conduct one national and three inter-county training workshops using interactive tools and methodologies to enhance capacity of a total number of 65 people.

iii) Conduct evaluation of the training; assess objective achievements, identify practical ways for creating and improving existing training proposals and materials, and facilitation that suits the expectations and desires of the coordinating units.

The training will involve use of participatory and trainee-centred approaches and skill-based training methodologies that will help the key target groups to perform their tasks more efficiently.

The key responsibilities entail:

  • Holding entry meetings with the TA-SIVAP team to clarify TORs and assignment including methodology and approach
  • Conduct training workshops for the national and county project coordination units.
  • Compiling a report on the outcome of the various training workshops that will include detailed assessment of participant evaluations.
  • Submitting final report with conclusions and recommendations based on lessons learned for future interventions.

Minimum Requirements

  • Advanced university degree in Agricultural Economics and/or Project management, Development Studies or related fields.
  • At least 5 years of proven and extensive experience in developing analytical and informative training materials, and leading and facilitating multidisciplinary training workshops.
  • Fluency in English (written and spoken) with excellent drafting and communication skills.

The idea of an international organization for food and agriculture emerged in the late 19th and early 20th century, advanced primarily by the US agriculturalist and activist David Lubin. In May–June 1905, an international conference was held in Rome, Italy, which led to the creation of the International Institute of Agriculture.

Later in 1943, the United States President Franklin D. Roosevelt called a United Nations Conference on Food and Agriculture. Representatives from forty four governments gathered at The Homestead Resort in Hot Springs, Virginia from 18 May to 3 June. They committed themselves to founding a permanent organization for food and agriculture, which happened in Quebec City, Canada on 16 October 1945 with the conclusion of the Constitution of the Food and Agriculture Organization. The First Session of the FAO Conference was held in the Chateau frontenac at Quebec, Canada, from 16 October to 1 November 1945.

The Second World War effectively ended the International Agricultural Institute, though it was only officially dissolved by resolution of its Permanent Committee on 27 February 1948. Its functions were then transferred to the recently established FAO
