Assignment: Short-term Technical Assistance (STTA) to conduct biosafety/biosecurity trainings and biosafety/biosecurity assessment in Afya Jijini supported facilities in Nairobi City County.

Four (4) Biosafety/biosecurity external trainers to be engaged to deliver 2 biosafety/biosecurity trainings.

  1. Background

Building on the success of the previous USAID-funded AIDS, Population and Health Integrated Assistance plus (APHIAplus) program, Afya Jijini is a three-year project designed to improve and increase access and utilization of quality health services through strengthened service delivery and institutional capacity of health systems in Nairobi City County (NCC). The project seeks specifically to achieve three main sub-purposes:

  1. Increase access and use of quality HIV services.
  2. Improve access and uptake of maternal, neonatal, and child health (MNCH), family planning (FP) and reproductive health (RH), Water, Sanitation and Hygiene (WASH), and nutrition services.
  3. Strengthen county and sub-county health systems.

One key deliverable in health systems strengthening is to conduct a biosafety/biosecurity training and follow-up assessment in Afya Jijini supported facilities.

  1. Purpose of the assignment

The purpose of the assignment is for the consultants to conduct a biosafety/biosecurity trainings and biosafety/biosecurity assessment which will inform the level of compliance to the national and international guidelines and assess the environmental safety as a result of the health facility operations. The consultants will work closely with the Afya Jijini Laboratory Systems strengthening Advisor and Nairobi City County Medical Laboratory Coordinator.

  1. Specific tasks

The biosafety/biosecurity consultant will carry out the following tasks:

Biosafety/Biosecurity Training:

  • Review the content of the existing biosafety/Biosecurity training curriculum.
  • Plan and execute biosafety/biosafety training as per the national training curriculum.
  • Write report after the training.
  • Follow-up on post training implementation at facility level.

Biosafety/Biosecurity facility level assessment:

  • Develop a biosafety/biosecurity checklist which can be used at facility level to assess compliance to biosafety/biosecurity standards.
  • Support trained participants to carry-out biosafety assessment
  • Analyze the biosafety/biosecurity assessment data.
  • Write the assessment report and submit to Afya Jijini within the specified timelines.

Afya Jijini specific tasks:

  • The Laboratory strengthening Advisor will be responsible to supervise the consultant to ensure adherence to timelines and deliverables. This will done under the guidance of the HSS Director.
  • Deliverables

In consultation and guidance of the Afya Jijini Laboratory System Strengthening Advisor, the consultant is expected to deliver the following:

Biosafety/Biosecurity Training

  • Two biosafety/biosecurity trainings – each training with 30 participants
  • Training report
  • Post training follow-up report

Biosafety/Biosecurity facility level assessment

  • Biosafety/biosecurity checklist
  • Biosafety/ biosecurity assessment report

Schedule of Activities, Timing, and Duration The assignment is expected to be done between February and March 2017. The level of effort for the consultants will be up to 18 days as outlined below:

Qualifications and Requirements

  • Degree in Medical Laboratory sciences or equivalent. • Must be a trainer (TOT) in biosafety/biosecurity. • Experience in Biosafety/Biosecurity training and audits. • Experience in health system strengthening at national or county level.
