USAID awarded a comprehensive health service delivery project to PATH to improve the health of Kenyans in the western region of the country. The project, APHIAplus Western Kenya, builds upon USAID/Kenya’s country-wide health service support project known as the AIDS, Population and Health Integrated Assistance II (APHIA II). PATH and its partners have been implementing the APHIAplus project in Western and Nyanza regions since January 1, 2011. The project will run up to September 30, 2017. The project works closely with the Government of Kenya and a wide variety of non-government agencies to strengthen health care services throughout the western region. In addition to addressing specific diseases, the APHIAplus Western Kenya project works on strengthening the region’s health care system by rehabilitating health facilities, training healthcare workers, and supporting supply and communication networks.
We seek to recruit a Program Officer who will provide technical expertise, coordination and supervision of all VMMC activities within a defined geographic area of the APHIAplus WK project, with occasional zone-wide technical assistance, and to ensure maximum integration of project activities across and within technical areas, ensure that the VMMC component Scope of Work is carried out to the fullest extent possible and to the highest possible degree of quality, provide all necessary support – in collaboration with project colleagues – to ensure the successful implementation of project activities, including work planning, budgeting, reconciliation of finances, and reporting.
Specific duties and responsibilities:
- Ensuring Implementation of Project Activities:
- Take the direct lead of planning and implementing of all planned VMMC activities within assigned geographic area of the APHIAplus WK project, under the overall supervision of the VMMC Advisor respectively. Ensure these activities are implemented to the highest degree of quality possible.
- Activities may include, but are not limited to: supportive supervision, mentorship and coaching, on-the-job training, off-site orientation, dissemination of guidelines and standards, implementing quality improvement initiatives, organizing and managing VMMC campaigns, including home-based testing and counselling, community outreach and community health worker education, fostering community-facility linkages, and other activities as outlined in the poject’s annual workplan.
- Through implementation of planned activities, continue, improve and expand VMMC services within western Kenya in a manner that ensures high-quality standards and efficiency
- Ensure successful transference of mentoring and service delivery to the MOH by supporting leadership, direction and coordination, and decision-making
- Ensure strong coordination and maximum integration of all activities with other partners and stakeholders.
- Program Support: Work Planning, and Budgeting, Financial Reconciliation, and Reporting
- Assist with the development of work plans, liaising with Ministry of Health staff and donors regarding implementation, monitoring and evaluation of programs.
- Provide program support to the VMMC Advisor and other project, finance and administrative staff; including helping with the preparation of proposals as requested
- Prepare budgets for all program activities and liaise with program colleagues for review and approvals of the same.
- Assist the finance staff to prepare financial forms to advance/reimburse funds for on-going activities. Assist finance staff to reconcile payment documentation for program activities.
- Analyze reports received from field sites, including financial reports
- Help research, write and compile program information and statistics for use by internal APHIAplus project.
- Travel as appropriate to program sites to assist in program logistics, including financial arrangements, equipment and supply coordination and travel arrangements
- Order training and other materials required for implementation of program activities in coordination with the VMMC Advisors and ensure that these materials and supplies reach program activity implementation sites in a timely manner
- Ensure that required technical and administrative reports are submitted on time, and are completed accurately and professionally.
- Assist with other programmatic and administrative duties as required for successful implementation of program activities.
- Carry out other duties as necessary and as assigned by immediate supervisor

- Bachelor’s Degree or a Diploma in Community Health, Public Health, Nursing, Social sciences and or related studies Clinical Officer or Registered Nurse,
- Possess strong clinical and training skills, particularly in the areas of HTC and VMMC, at least 5 years of progressively responsible work experience, particularly in the areas of HTC and VMMC, experience working with MOH personnel and good knowledge of health systems and programs.
