Founded in 2002, by President William J. Clinton and Ira C. Magaziner, the Clinton Health Access Initiative, Inc. (“CHAI”) is a global health organization committed to saving lives, reducing the burden of disease and strengthening integrated health systems in the developing world.
Specifically, the goal of CHAI’s health financing work is to support countries to sustainably and substantially increase access to and utilization of quality essential health services. CHAI works with ministries of health to remove funding as a barrier for providers to deliver quality care and patients to access this care.
CHAI Rwanda currently seeks a Health Financing Volunteer to work with the Government to assess the financial needs of the Rwandan Health System through a robust costing of the Health Sector Strategic Plan. This will be used to inform key upcoming funding decisions. The volunteer will report administratively to the CHAI Health Financing Program Manager and will take programmatic direction from the Planning, Monitoring and Evaluation, and Business Strategy Division Manager at the Rwanda Biomedical Center.
This position offers a unique opportunity to work closely with governments to develop critical skillsets, tools, and the capacity to enable better management and use of resources in health for a duration of 4 months.
Responsibilities include:
- Conducting an assessment of the financial needs of the Health Sector in Rwanda through developing a robust costing of the Strategic Plan;
- Providing immediate support to the Government to develop transition plans to different operating models to increase efficiencies within the Health Sector;
- Conducting quantitative analyses and presenting results to inform senior management on upcoming decisions to generate resources and to improve efficiency, effectiveness, equity and sustainability of health financing;
- Leading trainings to build capacity of the government to conduct quantitative analyses and costings;
- Performing any other duties assigned by the Planning, Monitoring and Evaluation, and Business Strategy Division Manager or the CHAI Health Financing Program Manager

- Bachelor’s degree with a strongly preferred minimum of three years of professional experience in health financing, management consulting with exposure to Healthcare clients, public health or other relevant private and public sector experience;
- Highly-motivated, entrepreneurial, with outstanding problem-solving skills and analytical capabilities;
- Demonstrated experience building and analyzing quantitative models to inform decision-making, including experience developing or evaluating financial models;
- Strong diplomatic and interpersonal skills, and ability to build strong professional relationships with senior leaders;
- Exceptional organizational and communication skills, including the ability to prepare compelling presentations and to communicate complex ideas clearly and effectively;
- Demonstrated ability to multi-task, be effective in high-pressure situations and adapt to fast-paced and changing environments with a strong commitment to excellence;
- Strategically minded, able to think creatively around long-term program objectives and the detailed steps necessary to achieve these goals;
- Ability to manage ambiguity, work independently on complex projects and deliver results in a timely manner;
- Advanced technical proficiency with MS Excel and PowerPoint; and
- Proficiency in English is required
