WASH Officer – REF: WOG/06/2017– Garissa County (1 Position)

I: JOB SUMMARY & PURPOSE:

The incumbent of this position shall take charge of technical aspects of Emergency WASH on behalf of the program under the supervision of the WASH Engineer. His/her main roles and in consultation with the WASH Engineer and the county government technical teams shall include; designing, planning, implementing (technical oversights), monitoring and reporting on the Program’s WASH & Livestock water infrastructure activities. The incumbent will participate in all coordination meetings between CARE’s Program and the County Government departmental leads/heads.

The WASH Officer’s overall responsibility shall broadly focus technical oversight and coordination to include;

  • Planning, Implementation, supervision, monitoring and evaluation,
  • Compiling technical reports narratives – to build up to the sitreps, quarterly, annual and final progress reports
  • Ensuring adherence to the approved work, budget and procurement plans
  • Supporting operations and field staff in delivering the program to targeted communities
  • Coordination and networking at county level with WASH emergency technical groups, Water, environment and sanitation coordination (Wescoord), CSG, NDMA, WARMA and other partner’s platforms or forums.

II: TASKS AND RESPONSIBILITIES

R.1. Water points Rehabilitation, and Development (65%)

1.1 Spearhead rapid/field needs assessment including Baseline surveys in WASH activities and determining most technically appropriate water supply and sanitation options.

1.2 Supervise the Development and rehabilitation of appropriate WASH infrastructure in the emergency program

1.3 In consultation with the County Government, conducting feasibility studies, designing and preparing tender documents (includes bills of quantities) and technical guidance to the program during tendering process

1.4 Prepare and submit sitreps/monthly/quarterly progress reports to the WASH Engineer.

1.5 Lead preliminary hydro-geological and Topo-surveys and compiling data on the existing water sources in close liaison with County Government’s Water department.

1.6 Sensitize the staff on environmental impact assessment (EIA) issues and the mitigating factors, so that our operations as an implementing agency can meet the minimum standards as set up by the water resources management authority, national environment management authority (NEMA), and in conformity with the water Act 2016, laws of the republic of Kenya

1.7 Ensure successful completion of construction works with submission of completion certificates to the Contractors.

R 2: Project Development, Hygiene promotion Hygiene promotion and implementation (25%)

2.1 Providing technical inputs in capacitating community based water management structures including the Water User Association/water management committees on O&M of completed water systems.

2.2 Ensure Hygiene Promotion through sensitization and provision of menstrual hygiene management kits.

2.3 Capacity built the staff and other water users on the need to conserve water by using methods geared towards the general environmental conservation

2.4 Promote Safe water storage and good sanitation and hygiene practices at the household level.

2.5 Review monthly and circumstantial reports to the supervisor

2.6 Participates in writing sectors monthly Sitreps reports and the weekly highlights

2.7 Supervision of the construction processes of different water infrastructures to their completion like test pumping process on the completion of borehole drilling and acquisition and interpretation of the test pumping data for the pumping plant design.

2.8 Carry out any other related responsibilities as would be assigned by the WASH Engineer.

2.9 Give guidance to the water infrastructures’ watchmen, attendants and water supply operator, on

the mandatory procedures for preventive maintenance tasks

2.10. Other relevant duties assigned by the supervisor

R3. Reporting (10%)

3.0. Document and disseminate best practices on Water resources management in WASH coordination and other meetings in field level as may be required.

3.1. Review monthly and circumstantial reports to the supervisor

3.2. Participates in writing sectors monthly sitreps reports and the weekly highlights

3.3. Other relevant duties assigned by the supervisor (s)

3.4. Occasionally, act for the WASH Engineer.

R.4. Administration (5%)

4.0. Maintain office and capital equipment’s inventory in your area of work.

4.1. Maintain assigned property in good order

4.2. Supervise and monitor the use of project field equipment and materials.

4.3. Administer project advances in accordance with CARE procedures.

Relate to other WASH officers and staff of other programs that CARE supports in Garissa county, other officers in the sub office and CARE Kenya, and other agencies in the county and county level staff. Attend inter sector and inter agency meetings.

V: WORKING CONDITIONS:

The position is based at (Lagdera, Balambala, Fafi, Dadaab, Garissa Central sub counties) of Garissa county. Hot weather is prevalent throughout the year with limited basic amenities. The incumbent will be required to travel to Nairobi office and perform official responsibilities as will be required.

The incumbent shall reside in Garissa town while executing official duties and shall obey and adhere to security regulations.

VI: QUALIFICATIONS, EXPERIENCE AND COMPETENCIES

o Diploma holder in the Civil and structural Engineering/Water Resource Engineering. Bachelor’s degree in same field is an added advantage

o 3 years progressive relevant working experience in rural community water projects.

o Experience in design and supervision of piped water schemes, Infiltration Galleries, Shallow Wells, Earth Pans, Sand dams and boreholes development and rehabilitations.

o Experience working in multi-cultural (particularly pastoralists in Northern Kenya), multi-disciplinary staff will be an advantage

Competencies: Staff Development, Team player, Management, Analytical, Leadership, Communication, Learning\innovation, a willingness and stamina to work for long and odd hours and ability to work with minimal or no supervision are important assets to this job.
