CRS has worked in Uganda since 1965, initially providing emergency assistance to Sudanese refugees living in the north. Over the years, CRS has expanded its programming to also address development needs in western, central and eastern Uganda. CRS’ projects in Uganda currently include agriculture, health, microfinance, peacebuilding and youth. CRS Uganda implements its programs through partnerships with local organizations, including the Catholic Church, other faith-based organizations and community entities for maximum impact and sustainability.
Project Summary
The recent fighting in South Sudan between government and the opposition has displaced thousands of South Sudanese community members who have been forced to seek refuge into neighboring countries, including Uganda. Following the rapid needs assessment and information provided via coordination with other stakeholders, CRS has identified critical gaps in settlements in Yumbe District that include water sanitation and hygiene (WASH), non-food items (NFI), livelihoods, and shelter support for those most vulnerable. The interventions will target refugees in zones 4 and/or 5 within the Bidibidi refugee settlement in Yumbe, which have been recently established in November 2016 and experiencing big gaps in WASH needs. These zones have poor household latrine coverage and low water supply but with high groundwater potential according to UNHCR Hydrogeological survey report. CRS will directly implement the interventions to improve the access of refugee households in Yumbe District to safe and sufficient water sources, livelihood opportunities, and non-food items related to protection and hygiene promotion in the Bidibidi Refugee settlement.
General job summary
Under the supervision and direct management of the Water and Sanitation Team Leader, the Water and Sanitation Field Engineer will overview and monitor all Water and Sanitation Construction activities. He/she will manage all community teams constructing latrine slabs, digging drainages and monitoring contractors in water supply repair/constructions.
Key Responsibilities
- In coordination with WASH TL’s and Operation staff ensure that materials are delivered in time and according to specified quantities.
- As indicated by the WASH TL’s conduct assessments and/or surveys.
- Undergo together with Community Latrine Slab construction team a training given by Oxfam on production and construction of dome shaped latrine slabs
- Supervise on a daily basis all construction activities ensuring that high quality of works are achieved
- Have a close coordination with Hygiene Promotion Officers and ensure that all daily workers sign attendance sheets in order to be paid
- Repair or supervise repairs of hand pumps
- Ensure together with the HPTL that Field Engineers and Hygiene Promotion Officers engages both refugee and hosts communities in consultation, mobilization and construction activities where these are community based.
- Encourage contractors to employ skilled and unskilled workers from the refugees and host communities
- Support PM to prepare plans, proposals, and budgets for project extensions and new construction projects.
- Ensure that Field Engineers monitor that community workers and contractors adheres to Health and Safety standards during construction activities.
- Ensures that use of appropriate project management tools to plan, review and track progress on projects implementation as well as on the utilization of project resources.
- Ensure the development and implementation of a strong M&E system using appropriate CRS tools and resources to maximize project impact on beneficiaries.
- Monitor project development and identify deviation from approved project plans and implement corrective measures when necessary to ensure that the partners meet the project objectives.
Supervisory Responsibilities
- Supervise all skilled and unskilled workers as well of CRS Teams producing latrine slabs and digging pits

Required Qualifications and Experience:
- Bachelor’s or Master’s Degree in Civil Engineering, Hydraulic Engineering, Hydrogeology or Construction Engineering
- Minimum 2 years’ experience working with INGOs in the field of Emergency WASH or other infrastructure WASH programs.
- Implementation experience of water supply: gravity fed systems and distribution networks, experience in repairing India Mark II, III & AfriDev hand pumps
- Implementation experience in sanitation: construction experience especially different types of latrine and toilet technologies
- Well-developed interpersonal and team skills and proven ability to be flexible in demanding situation
- Assessment, analytical and planning skills
- A capacity and desire to pass on skills and information, a confident communicator and willing to work in a collaborative and respectful way with the beneficiaries.
- Knowledge of and commitment to humanitarian principles (NGO / Red Cross code of conduct) and with Sphere humanitarian charter and minimum standards
- Fluent English language (speaking and writing) and knowledge of the local language in Yumbe district, Arabic is an added advantage.
- Experience of working with local partners including local authorities’/settlement leadership
- Proven experience in gender analysis and integrating gender & diversity into the emergency program
- Flexibility and ability to work under pressure and meeting deadlines in changing situations
- Willingness to be based in Yumbe
