The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, assisting people to survive and rebuild their lives. Founded in 1933 at the request of Albert Einstein, the IRC offers lifesaving are assistance to refugees forced to flee from war or disaster. Today IRC works in over 40 countries and 22 U.S. cities, restoring safety, dignity and hope to millions who are uprooted and struggling to endure. The IRC has been working in Uganda since 1998 supporting IDPs, refugees and various institutions in the country notably the government, community based organizations, the civil society and the private sector. The current program portfolio in Uganda includes health, peace building and social cohesion, support to persons with specific needs (PSNs) in case management, legal assistance to refugees, prevention and response to gender-based violence (GBV) and economic recovery.
IRC has a country office in Kampala and regional offices in Kitgum, Adjumani, Kiryandongo and Moroto. Given the recent conflict outbreak in South Sudan, IRC re-opened the Yumbe field site office in August 2016 to support around 250,000 refugees being settled in Bidibidi refugee settlement in Yumbe District. In late February 2017, Imvepi Refugee Settlement was opened in Arua District, of which IRC is the key protection-implementing partner for UNHCR in the two settlement areas. T he IRC’s Women’s Protection and Empowerment (WPE) unit provides life-saving services to conflict-affected and displaced women and girls, including gender based violence (GBV) survivors, by supporting survivors to heal and thrive, and works with communities and institutions to break the cycle of violence.

IRC Uganda is currently looking for a strategy leader for its ongoing WPE activities in Uganda, with a focus on Yumbe and Arua districts. The ideal candidate has excellent technical capacity in the response and prevention of GBV, practical experience working in an emergency context, coordination and networking skills, the capacity to innovate and solve problems efficiently and the ability to work effectively with a focus on two large settlements in different geographic locations, providing cohesion and strategic direction to IRC Uganda WPE programming.
The WPE Coordinator will oversee the WPE program design, quality and timely implementation of all aspects of GBV programming, and ensure that all interventions are technically sound, follow international best practices, and are appropriate in meeting the needs of survivors of GBV and affected communities. She/he will work closely with IRC staff ensuring IRC’s interventions are context appropriate, complement other responses and meet minimum standards and expectations of Office of the Prime Minister (OPM) and UNHCR, as well as supporting and mentoring the WPE staff.
The WPE Coordinator reports to the Senior Emergency Response Coordinator and is based in Yumbe field site office with travel to the sites and periodic travel to Kampala and other regions. S/he will be guided by the HQ WPE Technical Advisor for technical oversight. This position directly supervises and offers technical backstopping to field based WPE Managers, including a manager in Kampala who has direct involvement in non-West Nile programming.
main responsibilities
Program Development and Technical Oversight
- In collaboration with WPE program staff and the HQ Technical Advisor, oversee the quality of design, monitoring and evaluation of WPE programming for Bidibidi and Imvepi, with an emphasis on ensuring consolidation of emergency program scale up in alignment with IRC’s best practices.
- Develop key technical program tools and develop/adapt existing IRC technical training materials as needed.
- Participate in cross-departmental collaboration and coordination with Livelihoods, Health and Protection and Rule of law (PRoL) colleagues to ensure that linkages between programs
- Lead the development of strategic work plans with clear objectives and achievement benchmarks, long-term and short-term priorities, financial projections and tools for evaluation.
- Lead new proposal development and program design; work with the Grants team to help identify new funding and business development opportunities for the WPE program.
- Work with WPE Uganda program staff to implement the IRC2020 Strategic Action Plan (SAP) for Uganda, including program alignment with relevant theories of change, as well as to develop new and update existing program components that align with the SAP priorities and the overall WPE country program strategy.
- Participate in inter-sectoral assessments and planning as required and provide guidance to other sectors’ project strategy to maximize the safety of women and girls.
Program and Budget Management
- Oversee overall program implementation, including financial and grants compliance, projection, planning and monitoring all project expenses, and ensuring timely submission of quality financial and narrative reports to donors.
- Ensure functional, reporting, monitoring, budget management systems.
- Contribute to the preparation of program reports and other information as required by donors, and the WPE Technical Unit.
- Ensure all designed WPE projects adhere to the IRC theories of change and that outcomes are evidence-driven and evidence-generated.
- Identify opportunities for partnership and strategic collaboration.
- Ensure that ethical and sound data collection and information management systems are in-place to collate and analyze data for problem analysis, planning and advocacy.
Human Resources
- Supervise and provide regular technical feedback to WPE Managers and Officers and contribute to their performance reviews as required.
- Assist with the recruitment of WPE management level staff as needed
- Contribute to and foster the healthy functioning of the WPE program and M&E teams across sites and provinces, including supporting team-building activities and monitoring issues surrounding staff well-being.
- Maintain open and constructive communication and relations with key support staff in Finance, Administration, and Operations departments
Representation, Coordination and Advocacy
- Represent the WPE program and the organization to external audiences regularly, including the dissemination of information about and contributions to advocacy and communication strategies and materials as needed
- Coordinate with CD, DDP and other IRC Coordinators to forge connections with key government counterparts at the Office of the Prime Minister and Local Government with UNHCR and other UN, I/NGOs, human rights actors and other sub-national government actors.
- Represent the IRC in high level and strategic meetings involving protection actors such as GBV working group meetings, inter-agency coordination meetings, and bi-lateral meetings.
- Regularly coordinate with internal program and operational stakeholders, the WPE Technical Advisors, PROL, Health, and other IRC colleagues.

requirements
- Advanced degree in public health, social studies, gender studies, or another related field.
- At least five years of GBV/VAWG programming experience, including two years of international management experience in GBV/VAWG programming.
- Familiarity with key donor regulations such as UNHCR, BPRM and ECHO.
- Experience in working with and coordinating with the UN, donors, INGOs and other stakeholders.
- GBV technical skills and knowledge and demonstrated ability to design/develop technical materials and deliver trainings/workshops, including understanding of core GBV survivor care principles and ethical concerns surrounding the collection, management, and sharing of sensitive survivor data.
- Demonstrated skills and experience in complex program design and monitoring; strong analytical and strategic planning skills; experience developing and monitoring budgets, work plans and other program management tools.
- Demonstrated team management skills with medium or large-size teams; experience with remote team management a plus.
- Ability and interest to work with a diverse and multicultural team in a respectful and culturally appropriate manner; strong inter-personal communication skills.
- Experience with the development and management of research initiatives as well as information management systems and data analysis a plus.
- Excellent analytical, writing skills and f luency in English.
