Background

SoCha LLC is seeking a full-time, qualified individual to fill the role of Chief of Party (COP) for the anticipated USAID/Tanzania Strengthening the Capacity of Local Organizations Activity. This multi-year activity is aimed at enhancing the capacity of local organizations in Tanzania, including local USAID partners, to strengthen their ability to implement and manage services effectively and sustainably for development initiatives.

The COP position will be full-time, based in Dar es Salaam and is contingent upon award.

Scope of Work

The COP will serve as the leader of the project team. S/he will be responsible for the overall implementation and management of the project. S/he will:

  • Provide strategic direction and managerial oversight of the project.
  • Provide overall responsibility for all project technical activities including report generation, learning and dissemination activities, and other related tasks.
  • Manage and supervise the work of project staff, project subcontractors, and grantees.
  • Serve as the primary point of contact to USAID, implementing partners, host country officials, and other relevant stakeholders.
  • Develop and maintain strong relationships with key stakeholders including USAID representatives, local partners, government counterparts, and community members.
  • Ensure quality control and the overall responsiveness of all contract deliverables.
  • Responsible for making key decisions and solving problems in short time frames while ensuring operational and program integrity.
  • Ensure cost effective management, identifying issues and risks related to contract management in a timely manner.
  • Manage the activity’s financial resources in accordance with the project budget as well as USAID policies and regulations.

Minimum Qualifications and Experience

  • Advanced degree in a relevant field such as international development, statistics, economics or another relevant field is preferred.
  • A minimum of ten (10) years of demonstrated relevant and progressively responsible project management experience for donor-funded projects, preferably in the East Africa region.
  • At least five (5) years of COP or equivalent project leadership experience on capacity strengthening related donor-funded projects, preferably USAID-funded.
  • Demonstrated experience in designing and implementing capacity strengthening activities for civil society organizations and/or local government counterparts.
  • Previous experience with transition awards and/or supporting local partners to receive direct donor funding is preferred.
  • Experience working with a diverse group of stakeholders, including donor/development organizations, government officials, civil society leaders, community leaders, and project beneficiaries.
  • Demonstrated experience in supervising project teams with diverse backgrounds and skills.
  • Knowledge of USAID rules and regulations.
  • Strong interpersonal and oral presentation skills.
  • Professional proficiency in spoken and written English is required.
  • Working experience in Tanzania preferred.
  • Proficiency in Swahili preferred.
