Position title: Program Director – Healthcare Financing, Tanzania

Location: This position is based in Dar es Salaam, Tanzania and reports to the Executive Vice President (EVP) / Senior Health Financing Director on the project; and an indirect report to the Overall Project Lead

Position Summary:

The Program Director, with the support of the Country Manager and EVP, will provide technical leadership and program management support to the development and implementation of health financing activities for an anticipated FCDO grant in Tanzania.

The Program Director will contribute to strategy, project management, and analytic activities within the R4D Tanzania country team. The Program Director may also contribute to strategy, program management and activities in other countries R4D operates in. He/she will also carry out targeted scanning of opportunities for business development to build robust grant pipelines.

Responsibilities:

The Program Director will serve as a key member of the project leadership, advise on overall project strategy and design, contribute technical expertise, supervise direct and indirect reports, manage local consultants, and oversee the implementation of health financing activities.

Responsibilities include, but are not limited to:

  • Participates fully as a member of R4D by contributing, assisting, and participating in projects, activities, and initiatives as requested by management.

Provide strategic direction and leadership to the Tanzania country team in the design and implementation of health financing projects and activities. (60 %)

  • Lead health economics and financing analysis in areas including, but not limited to, resource mapping, fiscal space, public financial management, strategic purchasing, provider payment, costing, cost-effectiveness, equity and efficiency.
  • Provide strategic and technical leadership across the health financing activities and assist in the design and implementation of project activities.
  • Supervise the direct and indirect reports and provide mentorship and coaching as required.
  • Oversee implementation of and provide quality control for technical scopes of work implemented through consultants, partners or subcontractors.
  • Lead and participate in annual workplan development, review and implementation.
  • Oversight of the budget management of Tanzania health financing activities.

Develop, manage and coordinate external relationships with stakeholders. (25%)

  • Liaise between R4D and country stakeholders on health financing matters.
  • Coordinate with all relevant health financing stakeholders, particularly government stakeholders, and serve as the face of the project for health financing activities.
  • Identify collaboration and knowledge sharing opportunities across Tanzania and other R4D offices.
  • Work closely with the project team and relevant global, regional, and country stakeholders to advance and inform policy and facilitate the uptake of technical approaches within country buy-ins.
  • Contribute to business development efforts for the Tanzania office specifically, and broadly in R4D Healthcare Financing related proposals.

Increase the knowledge base and understanding of R4D ’s health care financing work through regular monitoring, learning and evaluation; and development of various knowledge products. (15%)

  • Contribute to relevant learning activities such as learning events and/or webinars supporting the achievement of project goals and objectives.
  • Contributing to the effective monitoring of key activities and documenting and disseminating results at national, regional and/or global levels.
  • Contributing to developing and adapting relevant analytic tools and methods for project aims

Qualifications and work experience

  • MSc degree in health economics, health financing, health policy, public health, or related field. A PhD will be an advantage.
  • 10 years of experience with at least 8 years of relevant global health experience.
  • Skills in health economics, healthcare financing, political science, and policy development
  • Demonstrated experience working in Tanzania with proven experience effectively working with, and meeting the needs of, various health financing stakeholders in Tanzania.
  • Relevant work experience in a research institution, government, bilateral or multilateral development agency, consulting firm, NGO, or think tank.
  • Experience leading a high-performing project team effectively

Competencies and skills

  • Ability to think and solve problems in a structured, logical and creative manner.
  • Strong qualitative and quantitative analytical skills.
  • Ability to effectively work collaboratively in a team-based environment, as well as independently, to work on complex work streams/projects.
  • Strong interpersonal skills and ability to connect with a wide variety of different stakeholders.
  • Comfortable working with a diverse team located in different geographies.
  • High level of proficiency in Microsoft Office, particularly Excel, PowerPoint, and Word.
  • Excellent written and verbal communication skills with ability to prepare compelling presentations and written reports.
  • Willingness to travel domestically, approximately 30%
