The USAID-funded WASH-FIN 2 project, implemented by Tetra Tech International Development (International Development Jobs – Tetra Tech), is currently accepting applications for an Infrastructure Specialist. This is a full-time position with an expected duration through August 2027 and will be based in Kigali, Rwanda.
Project and Position Description: USAID’s Water, Sanitation and Hygiene Finance (WASH-FIN 2) is a five-year program implemented by Tetra Tech. This global flagship water and sanitation finance activity aims to mobilize US $375 million by 2027 for climate-resilient water and sanitation services and strengthen at least 165 sector institutions and service providers. WASH-FIN 2 will mobilize funds from a mix of private investments, government appropriations, and user fees, and implementation will focus on addressing bottlenecks in the enabling environment, including policy, legal, and regulatory challenges. WASH-FIN 2 is working to achieve these objectives by:
* Strengthening Governance and increasing public funding for water and sanitation services.
* Improving Performance of water and sanitation service providers by enhancing climate resilience and financial, management and operational efficiency.
* Mobilizing Finance by providing project preparation, transaction advisory and facilitation services for public and private finance; and
* Advancing Global Learning and Partnerships through improved coordination and knowledge sharing.
The Infrastructure Specialist will work under guidance of the Country Team Leader to identify and lead engagements with Water and Sanitation Services providers (both public and private) and provide technical support in identification and development of bankable water and sanitation projects.
Responsibilities (include but not limited to):
* Identifying and establishing key baseline indicators for performance monitoring and assessment of water services providers based on acceptable performance standards including the Utility of the Future (UoF);
* Preparation of selection criteria for water service providers to be supported in the program and methodology for data capture and analysis for the selected indicators including tools and templates;
* Identification and preparation of necessary documentation and materials on specific interventions necessary for improving performance of the water service provider;
* Contribute to designing, supervising and monitoring implementation of identified WASH interventions for performance improvement, including as applicable, small construction works;
* Support WASH-FIN 2 activities in identifying water and sanitation services provider with potential bankable projects and facilitate provision of on demand technical support to review and prepare necessary engineering designs and requisite documentation to enable the WSPs access funding/financing for the identified projects;
* Work with the Lead Global Finance Advisor to support WASH FIN 2 activities related to mobilization of climate finance for WASH;
* Provide technical input into the development of a financing mechanism to facilitate household connections to water supply;
* Support WASH-FIN 2 engagement with WASAC to define institutional and regulatory interventions to enable effective participation of private sanitation service providers and providing technical support to WASAC in their engagement with private sanitation service providers.
* Work with WASH-FIN 2 Communication team to document learnings and participate in knowledge sharing and dissemination;
* Work with Global Monitoring and Evaluation Specialist to track implementation of the projects and the outcomes from the interventions developed; and
* Perform other technical support duties as requested by Rwanda Team Leader in the implementation of WASH FIN 2 activities.
Minimum Qualification Requirements:
* Minimum university degree in Civil or Water Engineering or any other similar degree;
* Master’s degree in water, Sanitation, Environmental Engineering or other similar post graduate degree will be an added advantage;
* Minimum of ten (10) years of work experience required;
* At least five years’ experience working in design and construction supervision of water and sanitation infrastructure;
* Experience in non-sewered sanitation projects/activities is required;
* Registered by relevant professional bodies (Institute of Engineers of Rwanda or Engineering Board of Rwanda);
* Excellent knowledge and in-depth understanding of the Water and Sanitation Sector in Rwanda;
* Knowledge supporting the management of USAID-funded or Development funded projects highly preferred;
* Excellent command of English language is required; and
* Proven research and technical writing skills required.
