We are recruiting to fill the position below:

Job Title: Humanitarian Access and Safety Officer (HASO)

Location: Damboa, Borno

Job Description

  • Under the direct supervision of Base Manager, the Humanitarian Access and Safety Officer in Damboa (HASO) will be responsible to ensure the follow up and implementation of safety and security rules in the base and to collect and report necessary information for contextual analysis and the adaptation of security and safety procedures for MdM assets and teams.
  • H/She would have technical links with the Humanitarian Access and Safety Manager (HASM) based in Abuja.

Responsibilities

  • Implement safety and security protocols
  • Carry out briefings and team training on safety and security
  • Provide support and advice to teams in the roll-out of safety and security rules
  • Assess the security context on a daily basis and inform the staff accordingly
  • Identify relevant actors in the area and get involved in the actors mapping, including analysis of relationships and dynamics between different actors and impact on MDM intervention.
  • Fill in a contact list of local authorities and entities to ensure safe access to implement MDM medical activities.
  • Take active role in developing security recommendations, reports and notes for Damboa, including new locations identification
  • Support and monitor the implementation of the security pack in Damboa field base
  • Validate staff movements in the operational base
  • During field trips, responsible in coordinating movement plans represent MDM in check points, and introduce the objective of the assessment, importance, and methodology if needed
  • Ensure proper update and delivery of constant companion cards for key staff
  • Lead the analysis, filing and sharing of the incident reporting system
  • Assess and maintains timely update and replenishment of safety and security related kits with relevant departments (hibernation kits, satellite telephone, radio, first aid kits, fire extinguishers, etc)
  • Identify safety and security training needs for the team members, conduct trainings and capacity building actions in collaboration with HASSM
  • Develop, maintain and establish effective communication and good relationships with authorities and other humanitarian actors in Damboa LGA
  • Negotiate, obtain passes and authorizations to operate, liaise with civil and/or military authorities
  • Perform other additional duties on request of the Base Manager and country coordination team

Requirements

  • A university Degree in social sciences or other related field; certification in security management course is an asset
  • Proficiency in Microsoft office and Excel
  • Proven ability to write in a clear and concise manner and to communicate effectively, including ability to prepare reports, make presentations
  • Full command in writing, reading and speaking of English, Hausa, and Kanuri
  • Experience of working effectively in complex security environments
  • Experienced and knowledgeable in security/safety-related subjects, threat/risk assessment, strong representation and negotiating skills, security management, networking and personal and organizational security awareness
  • Be proactive in improving skills by keeping up to date with new / latest developments in safety and security operations procedures

Skills:

  • Identify and qualify a security context and events
  • Understand, use and enforce security and safety rules and procedures
  • Anticipate, warn and manage complex situations
  • Work in a multidisciplinary team
  • Be flexible in performing his/her duties

Salary
N400,000 – N500,000 / month.

Médecins du Monde (MdM; French pronunciation: [medsɛ̃ dy mɔ̃d]) or Doctors of the World, provides emergency and long-term medical care to the world's most vulnerable people. It also advocates to end health inequities.

It was founded in 1980 by a group of 15 French physicians, including Bernard Kouchner. It works in both the developed and developing world.

MdM was formed with a mission to provide timely emergency medical care, free of legal and administrative restrictions; to work with local populations to ensure long-term sustainability of healthcare systems; and to advocate on behalf of client populations.

After more than 35 years of work, MdM is a famously active advocate for its beneficiaries, and works to change the underlying inequalities that affect people's ability to access medical care.

MdM was formally established on 1 February 1980. Its goals were "to go where others will not, to testify to the intolerable, and to volunteer".

Its origins lay in a 1979 intervention to assist a drifting boat of Vietnamese refugees in the South China Sea. Kouchner, with volunteer doctors, journalists, and others organized a hospital boat, L'Île de lumière, to provide medical care and to report the refugees' suffering.

MdM was founded as Bernard Kouchner and 14 others doctors split from the group he previously founded, Medecins Sans Frontiers (MSF, or Doctors WIthout Borders). It has been reported Kouchner felt that MSF was giving up its founding principle of témoignage ("witnessing"), which refers to aid workers making the atrocities they observe known to the public.

Kouchner was president of MdM from 1980 to 1982. In 1989, the foundation of MdM Spain paved the way for the creation of the MdM international network. In 2015, the MdM global network consisted of fifteen associations; France (founded 1980), Spain (founded 1989), Greece (founded 1990), Italy and Switzerland (both founded 1993), Sweden (founded 1994), Cyprus (founded 1995 by Elena Theoharous[1]), Argentina (founded 1998), Belgium, Canada and Portugal (all founded 1999), as well as in Germany, the United Kingdom, Japan, the Netherlands, and the USA.
