Background
The Mixed Migration Center (MMC) is a leading source for independent and high quality data, information, research and analysis on mixed migration. Through the provision of credible evidence and expertise on mixed migration, the MMC aims to support agencies, policy makers and practitioners to make well-informed decisions, to positively impact global and regional migration policies, to contribute to protection and assistance responses for people on the move and to stimulate forward thinking in the sector responding to mixed migration. The MMC’s overarching focus is on human rights, protection and assistance.
The MMC is part of, and governed by DRC. While its institutional link to DRC ensures MMC’s work is grounded in operational reality, it acts as an independent source of data, research, analysis and policy development on mixed migration for policy makers, practitioners, journalists, and the broader humanitarian sector. The position of the MMC does not necessarily reflect the position of DRC.
The MMC focuses on five core regions: Eastern Africa & Yemen, North Africa & Southern Mediterranean, West Africa, Middle East & Eastern Mediterranean and Asia. The 30 staff members of MMC are based in Geneva and Copenhagen and in its regional hubs Amman, Dakar, Nairobi, Tunis and Kabul, where it works in close cooperation with regional partners, stakeholders and donors. Through the Mixed Migration Monitoring Mechanism Initiative (4Mi) 100 monitors are collecting data on mixed migration in over 20 countries across different migration routes globally, conducting over 10,000 in-depth interviews with refugees and migrants on the move annually.
Mixed Migration
Mixed migration refers to cross-border movements of people including refugees fleeing persecution and conflict, victims of trafficking and people seeking better lives and opportunities. Motivated to move by a multiplicity of factors, people in mixed flows have different legal statuses as well as a variety of vulnerabilities. Although entitled to protection under international human rights law, they are exposed to multiple rights violations along their journey. Those in mixed migration flows travel along similar routes, using similar means of travel – often travelling irregularly and wholly or partially assisted by migrant smugglers.
4Mi – Mixed Migration Monitoring Mechanism initiative
MMC’s flagship data collection tool is the Mixed Migration Monitoring Mechanism initiative (4Mi). Started in 2016 in West Africa, 4Mi is a field level, low-cost and continuous, data gathering mechanism focusing on those in mixed migration flows (and involved with mixed migration as ‘smugglers’/facilitators) along particular route of migration, in selected countries of origin and destination, currently in Mali, Niger and Burkina Faso. The primary instrument has been the use of an in-depth questionnaire survey through the use of smart phone technology with cloud-based uploading of completed questionnaires in real time and location-tagged through GPS documentation.
The overall aim of 4Mi is to support an improved knowledge base for policy response and protection response to mixed migration. 4Mi data is used to inform research and analysis, policy development and programmatic responses. To increase understanding of realities on ground and protection gaps etc. and through this improve protection of those in mixed migration flows where increasing levels of abuse, neglect, hardship and death face men, women and children caught in mixed migration flows.
Key Responsibilities
The specific objectives of the Project Manager will be to lead and support the 4Mi programme run out of the MMC West Africa, to establish a continually improved knowledge base for protection response to mixed migration and better inform public policy. However, this role will also advise the MMC global team on expansions and strengthening of 4Mi programming across the world. Some of the key activities will be as follows:
Daily 4Mi operations and staff management
- To oversee the operations and management of the 4Mi project in the West Africa region
- Management of 4Mi staff, including data management and graphic design officer
- Technical management of 4Mi supervisors who coordinate a network of field monitors in different countries in West Africa (currently in Mali, Burkina Faso, Niger) using digital technology to survey mixed migration.
- To identify partners, key informants, contacts and other interlocutors critical to the success of this project and establish close working relations with relevant existing mixed migration-related agencies in different countries.
- Monitor and responsibly manage the 4Mi budgets and ensure timely and regular donor reporting.
- In coordination with the MMC Manager, maintain donor relations with 4Mi donors and expand the donor base for 4Mi West Africa
- Expand 4Mi project in West Africa region and contribute to the strategy and fundraising closely with the MMC Manager
Analysis and presentation of 4Mi data
- Lead on improving and revising the 4Mi programme and methodology (including, but not limited to, recruitment of monitors in the field, developing a training manual for monitors, defining geographical position of monitors, respondent selection and survey design) and, ensure the methodology of 4Mi is regularly reviewed with respect to increasing its reliability and voracity.
- Ensure timely, regular updates of 4Mi data in infographics and mappings on the 4Mi website.
- To manage and organize data and be adept at analysis and interpretation of data for use in infographics, website presentation as well as text analysis (for electronic and hard copy use)
- Regular written analysis in short articles and longer research papers based on the data produced by 4Mi is an essential output of the 4Mi team: the project manager is expected to be able to perform well in this regard and manage others in the team also tasked to work in this area.
- Present 4Mi data and outcomes at international conferences and keep abreast of new developments and ongoing debates on migration data.
Qualifications & Experience
- A graduate with at least 5 years’ experience in an international context (with an NGO, an international organization or a research organization)
- Project cycle management
- Proven track record in team management
- Proven record in analysis, survey methodology and design, and written or infographic based end product use of data gathering processes
- On-line visualisation and communication
- Strong experience in survey modules
- Strong ability to make rapid assessments and sound judgments with little support
- Excellent communication skills and problem solving skills are also very desirable
- A well-motivated, organized self-starter who can work independently
- Skills in terms of reporting and drafting are essential
- Strong and proven interest in migration
- Knowledge and previous work experience of the west Africa region (desired)
- Experience in migration and ICT (desired)
- He/she must be able to travel a significant period (30-40%) of the time in this role
- Strong analytical and writing skills in English and French is essential
Reporting Arrangements
The Project Manager will directly report to the MMC West Africa Mixed Migration Manager and guided by the MMC Global strategy for 4Mi data collection and analysis.
Conditions
Availability: early December 2018
Duty station: Dakar, Senegal. The project manager is expected to travel 40% of the time.
Contract: 6 months (renewable, most likely in different duty station in the region)
Other employment conditions in accordance with the Danish Refugee Council’s Terms of Employment for Global Expatriates recruited by the East Africa & Yemen Regional Office or the DRC national staff salary scale, as relevant. This position is rated as A13 on the DRC Expatriate salary scale available at www.drc.dk
