Action Against Hunger began operations in Nigeria in 2010 in response to the high rate of chronic malnutrition in Northern Nigeria, focusing on integrated programming. In 2011, we expanded our work to begin implementing nutrition development projects in Jigawa and in Yobe. Following the crises in Northeast Nigeria, we further expanded our operations to address the Nutrition, Health, Food security and livelihoods, WASH, and shelter needs of conflict-affected communities. In the year 2019 alone, our work in Nigeria reached approximately 1.8 million people. We are operational in 11 Local Government Areas of Borno, 12 in Yobe, 6 in Jigawa and in Kano state.

Action Against Hunger Nigeria programme is supported by DFID, ECHO, GAC, OFDA, SDC, UNICEF, EU, USAID, AFD, SIDA and GFFO. The total budget amounted to approximately 50 million USD in 2019. The country team comprises of over 600 staff. Other than the coordination office in Abuja, there are four state offices in Damaturu, Maiduguri, Dutse and Kano and four sub bases including Monguno, Potiskum, Bade and Damasak.

Nigeria is the biggest ACF mission. It has a balanced mix of humanitarian lifesaving assistance projects and development projects. The context is complex in Borno and Yobe States with an ongoing conflict and a limited humanitarian access. ACF strategy is also to work in other Nothern States where under nutrition is very high. ACF managed to influence some states’ policy in terms of social protection to fight under nutrition.

The position:

You will be responsible for overseeing the development, funding and implementation of the country strategy and the growth of program portfolio that effectively addresses the underlying causes and effects of malnutrition in line with ACF’s values (Charter), Programming Principles, and Strategy.

You will also ensure that systems and procedures are in place and being properly implemented, and that they ensure the proper management, well-being and safety of ACF staff, and the proper use of ACF resources.

You will have to lead the definition of the 2025 Country strategy appropriate for the country and regional context and in line with the ACF vision and mission.

You will develop and adapt on a permanent basis ACF programs to the humanitarian context in North East Nigeria and develop programming in other States to help health and other states’ services fight under nutrition.

You will represent ACF in coordination bodies and participate in advocacy efforts to make sure that a principled humanitarian response takes place.

You will be responsible for the ACF team security and staff care CF vision and mission.

This is a challenging position but a very interesting one. This is the first ACF mission of this size.

You will work with a very motivated team of expatriates and Nigerian staff. You will represent ACF who is a very strong partners for donors and UN agencies in North East Nigeria.

ACF mandates and fields of expertise match humanitarian and development needs of Norther Nigeria. With a very significant population growth expected by 2050, fighting undernutrition, fighting climate change and reinforcing nutrition security are priorities that ACF can contribute addressing.

The applicant:

  • You hold a Master degree in development studies or in management
  • You have at least 10 years humanitarian experience including in conflict setting.
  • You demonstrate an excellent communication skills clear and structure, interpersonal and good negotiation skills.
  • You manifest a high capacity of work, able to overcome stress and work under pressure
  • You have knowledge about ACF programs (WASH, MHCP, FSL) and organization is an advantage
  • You exhibit leadership and management skills in a complex international setting
  • You have strong analytical and conceptual thinking; able to understand complex issues and translate them into simple, workable actions and plans

Contract: 24 months fixed term contract under French legislation, starting mid-June 2020.Remuneration and benefits:

  • Monthly gross salary: from € 3 370 to € 3 895 upon experience.
  • Per diem and living allowance: €539 (cf eurocost) net, field paid.
  • 150 € as country allowance.
  • + 16% of monthly gross salary as reimbursement of retirement insurance for non-French citizen.
  • + Child allowance.

Transportation and accommodation:

  • Coverage of transportation costs to and in the mission.
  • Family posting

Medical coverage:100% coverage of medical expenses + repatriation insurance.

Leaves and RnR:

  • 25 days of paid leaves per year.
    • 20 RnR per year.
    • 215 € at each RnR period every 12 weeks
  • Coverage of the transportation expenses to the RnR area

Training :

  • Free and unlimited access to the certifying e-learning platform Crossknowledge ©.
  • Technical trainings at HQ or regional level (averagely 1 per year).
  • Intermission Workshop once a year.
  • Participation to external trainings costs upon eligibility of the request.
