Aim and Objectives of the Study

The main assignment is to identify existing vanilla laws, customs and regulations in Madagascar, conduct a situation analysis and make recommendations to improve and sustain vanilla value chain for the benefits of small-scale farmers. Consultations will be held with producers, stakeholders and partners operating in Madagascar vanilla industry. The study will generate reliable information based on legal instruments, which will form the basis for FTA engagement in advocacy and policy interventions.

Specifically, the study will:

1. Conduct a desk study of the existing vanilla laws, customs and regulations in Madagascar governing vanilla value chain with an emphasis on legislation on export and pricing, its impact on small-scale farmers, identify actions already taken to address the challenges and make recommendations;

2. Design an advocacy implementation plan how to move the recommendations forward, identifying key advocacy messages, key players and decision makers to lobby for improved policy framework that will sustain vanilla value chain in Madagascar;

Methodology

This exercise will involve:

a) Conducting a desk review of relevant vanilla laws, customs and regulations in Madagascar;

b) Virtual consultations with identified key players and key informants of the vanilla industry;

c) Prepare analytical report on the findings and recommendations.

Timeframe

It is anticipated that the consultant will produce all of the deliverables outlined below within a timeframe of no more than 20 days’ work over a one-month period from end of September to end of October 2023. The preferred start date for this assignment is 25 th September 2023 with final outputs delivered by 30th October 2023.

Deliverables

a) Inception report outlining the methodology to be applied, approach, data collection, work plan and timeframe.

b) Final report of no more than 40 pages consisting of contents page, abbreviations, executive summary focusing on key findings and recommendations; methodology, findings, conclusion and recommendations as well as an annex with Policy and Advocacy Briefs.

Consultant Profile

Fairtrade Africa seeks experienced and dedicated consultants/firms who meet the following essential criteria:

• Extensive experience in policy research, understanding of policy environment and experience in civil society organizations’ (CSO) in Madagascar;

• Knowledge of the vanilla industry and country-specific issues for Madagascar;

• A minimum 10 years of progressively responsible experience in policy analysis, advocacy, policy influencing, in the region;

• Good knowledge of latest developments in international best practices related to advocacy and policy work;

• Excellent writing and oral communication skills in country specific languages mainly English and French where each applies, however, the final report will be in English;

• Demonstrated experience in carrying out similar assignments with supporting documentation.

Submission guidelines

Proposals from consultants should include the following elements:

• A cover letter introducing the submission;

• An overview of the consultant outlining the relevant skills and experience;

• Two references from organizations with whom similar assignments have been undertaken outlining the consultant’s role, performance and the project deliverables;

• An overview of the consultant’s understanding of this assignment;

• Overview of the consultant’s proposed consultancy plan, methodology, deliverables and timelines; • Proposed budget for the provision entire assignment;

• Consultant(s) are encouraged to include any additional information they believe demonstrates added value for the Fairtrade Africa within the scope of this assignment.

Established in 2005, Fairtrade Africa is the independent non-profit umbrella organisation representing all Fairtrade certified producers in Africa. Fairtrade Africa is a membership-based organisation. The General Assembly (GA) held every two years is the highest decision making body. All members have the right to participate and vote for the election of the Fairtrade Africa Board through their regional representatives at the GA.

We work through primary structures such as product groups, country partnerships and regional networks which enable members to have a strong voice in the governance and management of the organisation. We operate four regional networks: Eastern and Central Africa Network (FTA-ECAN) based in Nairobi, Kenya; West Africa Network (FTA-WAN) based in Accra, Ghana and Southern Africa Network (FTA-SAN) based in Cape Town, South Africa. We also have a new network in Middle East and North Africa  region whose regional office is soon to be established. The Fairtrade Africa secretariat is located in Nairobi, Kenya..
