Position: ABIN Final Programme Evaluation Consultant

SPARK is interested in seeking an experienced (team of) consultant(s) to conduct the final evaluation of its Agribusiness Incubation (ABIN) programme in Burundi. The ABIN programme is being funded by the Dutch Ministry of Foreign Affairs and it has been designed as a contribution to some of Burundi’s most pressing concerns: Food security and poverty alleviation.

The objectives of this Final Programme Evaluation are to evaluate the relevance, effectiveness, efficiency, sustainability and impact of the programme, to identify lessons learned from the programme’s implementation and to formulate recommendations for similar future programming. For Information on the specifics of this Final Programme Evaluation, please refer to this attached Terms of reference.

The evaluation will take place in October/November 2019, including preparation, evaluation design, field assessments in the programme’s areas, report writing and presentation of findings to SPARK, local partners and donor.

Main Tasks and Responsibilities of the Final Programme Evaluation:

  • · Meetings with SPARK ABIN and Monitoring & Evaluation staff (physical and online);
  • · Desktop review of existing ABIN documentation;
  • · Development of evaluation inception report;
  • · Focus group discussion with ABIN beneficiaries (women and youth agri-entrepreneurs);
  • · Interviews with ABIN local partners’ staff;
  • · Interviews with ABIN local stakeholders (e.g. staff of private and public local institutions, local experts and investors);
  • · Interview with ABIN donor staff;
  • · Analysis of gathered data through desktop review, focus group discussions and interviews;
  • · Presentation of preliminary findings (before leaving the field) to SPARK ABIN Country Manager and Monitoring & Evaluation team;
  • · Development of draft evaluation report and submission to SPARK ABIN Country Manager and Monitoring & Evaluation team;
  • · Processing of feedback on draft report from SPARK ABIN Country Manager and Monitoring & Evaluation team;
  • · Finalisation of evaluation report and submission SPARK ABIN Country Manager and Monitoring & Evaluation team;
  • · Presentation and validation of key findings of the evaluation in one-day workshop organised by ABIN staff.

Requirements and Skills:

The evaluator(s) should be (a team of) experienced and independent consultant(s), freelance or from a consultancy organisation, with at least the following expertise:

  • · Advanced university degree in International Development, Rural Development, Social Sciences or any other related field;
  • · A minimum of 7 years of professional experience with conducting programme/project evaluations;
  • · Demonstrated experience in agribusiness development in fragile states;
  • · Previous professional experience in Burundi is desired;
  • · Have an understanding of operating conditions in less stable environments and be willing to travel to Burundi;
  • · Advanced communication, analytical and reporting skills;
  • · Fluent in English (both reading and writing).
  • · Knowledge of French and/or Kirundi is an advantage
