Background
Interpeace has revised its financial architecture to address the reporting needs required from the current donors as well as internal analytical requirements for decision making. This has created some delays in data consolidation.
The rapid growth in terms of turn over and number of grants (both in terms of new donors and also new geographical areas) has also impacted the current resources on accounting, consolidation, monitoring and reporting.
While we are trying to implement a more automated and accessible reporting system, many operational tasks are absorbing all the current capacity in house. Therefore, Interpeace is looking at outsourcing some accounting consolidation and reporting services, mainly for the Democratic Republic of Congo programme.
Service or Assignment Description and Objective(s)
The required scope of work is two-fold:
Accounting consolidation services for DRC
The DRC programme has 5 current grants from EU, DFID, Norway, Sweden, Switzerland and UN. The 5 projects are implemented in partnership with 7 local entities, 4 of which Interpeace has worked with for more than 5 years and are well trained in our internal systems. The remaining 3 are new (less than 2 years) but account for less than 10% of the annual expenditure of the programme.
All funded contracts except 1 are finishing by end of 2020. While new grants are in the pipeline, the volume of work might be variable and therefore the need to outsource the accounting services for a minimum of 18 months.
Interpeace uses SunSystems (Sun), an ERP produced by Infor, as its principal accounting software (including the budget module), while Partners use Quickbooks (QB). Expenditure details from the partner QB files is imported to Sun using the transfer desk module in Sun. The consultant will be responsible for reviewing the accuracy of the Partners QB data prior to import (allocation between projects, review of balance sheet) prior to importation of the data.
Reporting services for DRC
The consultant will have responsibility for reviewing consolidated project expenditure data against the approved budget of each project after it has been imported; this is done using Excel reports that are updated via Q & A (this is an excel add-on that queries data directly from Sun). The review will be done in coordination with the local finance team in DRC. The consultant will also be responsible for reviewing the set-up of these reports.
We require a cost coverage plan to be developed for DRC programme using the budgetary information held in Sun – including reference to the signed grants and their associated budgets. The cost coverage plan will show how the infrastructure costs (staff salaries, including those of staff in the regional coordination office based in Nairobi that work on the DRC programme) and office running costs) are covered from the various projects in the DRC programme. This plan will be used to identify understand funding gaps so that coverage of these items can be built into new grant proposals. This analysis will be coordinated directly with the Senior Director of Global Operations (&CFO) and the Head of Finance based in Geneva.
Scope of work
The scope will be limited to DRC programme regarding the accounting and consolidation services while the reporting services could expand further.
