CONTEXT

Inter Aide‘s programs aims at helping some of the most vulnerable communities better meet their vital needs through development. Since creation in 1980, while confirming its founding objectives, the association has clarified its role in response to changing contexts.

Programs meet specific vital needs. But through these actions, our goal is above all to strengthen the capacities of the most disadvantaged populations to improve their living conditions on their own. Inter Aide currently leads about fifty programs in six countries: Haiti, Ethiopia, Madagascar, Sierra Leone, Malawi and Mozambique.

Inter Aide has been working on rural development in Sierra Leone since 2007. The work of the association aims to improve access to drinking water and improve food security in Bombali district. Since 2016, the European Union, Welthungerhilfe, COOPI and Inter Aide have gathered around the ProAct project that aims to improve the resilience and food security of rural families in the eastern and northern provinces of Sierra Leone . Each organization is in charge of different parts of the project as well as different geographical areas.

Inter Aide’s action focuses on the Bombali district and targets access to drinking water and agricultural development. The Water, Hygiene and Sanitation team is in charge of the construction and rehabilitation of around 100 water points as well as improved latrine coverage. The agricultural team is working to improve production techniques on key crops of the agrarian system (flooded rice, yam, okra and peanut production). Inter Aide also promotes new cropping systems (gardening in the lowlands), new crops (plantain) and a new artisanal processing system (palm oil processing pits).

The mission of the volunteer is transversal and aims to strengthen the team of Project Managers (2 Sierra Leoneans, 2 expatriates) on various aspects:

  • Administrative, accounting and financial procedures,
  • Human resources and logistics organization,
  • The implementation of monitoring tools and organizational tools and the training of the team in these tools,
  • Representation of the association with partners.

MISSIONS OF THE ADMINISTRATIVE AND COMMUNICATION SUPPORT OFFICER The specific activities and tasks planned for the volunteer are as follows.

1.Representation of Inter Aide and reinforcement of partnerships (coordination with all the actors of the Pro-Act project)

  • The aim is to improve the organization’s participation in sectoral meetings organized by the Government and its decentralized services (in Freetown and in the district capitals);
  • It is also a question of promoting the models put in place by Inter Aide to influence the development of new national policies;
  • The volunteer will mainly represent Inter Aide with the various actors of the Pro-Act project and the European Union. In collaboration with the Project Managers and Heads of Sector, the volunteer will be the Sierra Leone focal point and will participate in meetings and exchange visits.2.Administrative and financial monitoring and control

The Pro-Act tripartite organization requires that the accounting control of the project be carried out in Sierra Leone.

  • The volunteer will be responsible for the quality of budget monitoring and accounting and financial reporting;
  • She / he will ensure supervision, control and accounting consolidation. The volunteer will be responsible for accounting reports made in Sierra Leone and communicated to the donor (EU) by the WHH-COOPI-IA consortium;
  • She / he will ensure the good preparation of internal and external audits;
  • She / he will ensure the respect of the purchase procedures and the conformity of the vouchers;
  • She / he will support and train the local administrative / logistical team to gain more autonomy and rigor;
  • In coordination with the headquarters of Inter Aide, she / he will compile the administrative and financial elements required by the European Union and will ensure the respect and control of budget monitoring indicators.3.Development of administrative, organizational and logistical tools and training of the local team in their use

In collaboration with the Project Managers, the local logistic and administrative teams and the Heads of Sectors,

  • The volunteer will participate in the development of organizational and administrative tools (vehicle fleet management, inventory management, personnel movements, contract and leave monitoring, etc.);
  • The volunteer will participate in the revision of HR procedures and administrative, financial and logistical guidelines;
  • In collaboration with the Project Managers, she / he will identify the training needs and develop the skills of the local team so that they acquire a real autonomy for the implementation and the management of projects and the use of the new tools developed;

PROFILE

  • Master in coordination, project management, communication, agronomy, water and sanitation…;
  • Competence in accounting and financial management, team management and administrative and legal management (short training in finance, Bioforce Administrator of International Solidarity training or other relevant training);
  • Ease with numbers, data and graphic presentations;
  • Affinity for logistics;
  • Communication and representation skills;
  • Ability to create or imagine media for information, evaluation and capitalization purposes;
  • Project management capacity is an asset;
  • Ability to act as an interface between different partners;
  • Experience in developing countries is a plus, desired experience in NGOs;
  • English spoken and written fluently; French is a plus.
  • Excellent command of Pack Office ;
  • Driving licence, know how to drive a motorcycle 125 is a plus;
  • Flexibility, dynamism, patience and tenacity;
  • Resistance to cultural and linguistic isolation;
  • Assertiveness, sociability, courtesy, humility;
  • Methodological rigor and flexibility of mind.

STATUS AND CONDITIONS

  • 12 months VSI status, renewable
  • Allowance of 800 € per month over 12 months
