Context:

Under the overall supervision of the Chief of Mission in Burundi and the direct supervision of the Resources Management Officer (RMO), the successful candidate will be responsible for assisting with the implementation, monitoring and effective coordination of the counter-trafficking projects and activities. S/he will also support in maintaining contact with relevant government authorities and technical partners and will also contribute administrative related technical inputs for the development and promotion of IOM’s Counter-Trafficking policy in Burundi.

Core Functions / Responsibilities:

  1. Assist the RMO in monitoring and overseeing the administrative and financial management for all activities including the oversight of financial expenditure and obligations; monitor budget control process and conduct analysis of variances between budget and actual expenditures. Monitor the budget, financial reporting and bank reconciliation.
  2. Assist the RMO in undertaking the financial analysis and technical inputs of projects in the Country office (CO).
  3. Draft donor financial reports in accordance with IOM regulations and established procedures in close coordination with the RMO as well as relevant units in Headquarters (HQs) or Regional Office (RO).
  4. Assist in the preparation of cash flows according to activities in the Country Office (CO) and ensure daily control of funds disbursed; verify that funding is received in accordance with donor agreements.
  5. Check that all the administrative and finance activities are performed in accordance with the IOM Financial and Procurement Regulations and Accounting Procedures. Implement appropriate internal controls to safeguard the assets, control cash and prevent fraud.
  6. Supervise the day-to-day administrative, financial and procurement activities. Assist staff and sub-office in the administrative, financial and HR technical support matters.
  7. Check expenditures versus budgets and ensure that salaries are correctly allocated to projects consistent with IOM’s projectization criteria.
  8. Work closely with other internal functional units of the CO, and assist in liaising with banking institutions, donors, government counterparts and other stakeholders as required in the performance of the accounting function.
  9. In coordination with RMO, liaise with relevant units at HQs and RO with regards to the financial activities of the CO.
  10. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Finance, Accounting or Business Administration, from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

• Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.

Experience

• Experience in financial management, accounting, and budgeting;

• Experience with internal control assessment, internal audit and or external audit knowledge of IOM’s regulations, policies and procedures, couple with experience with International Public Sector Accounting Standards (IPSAS), computerized accounting system (including SAP) PRISM;

• Knowledge of IOM accounting system, software and procedures and a high level of computer literacy, in particular in computerized accounting systems (including SAP) mandatory.

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English and French is required (oral and written). Working knowledge of Spanish is an advantage.
