Building Resilient Communities in Somalia (BRCiS) is a Consortium of national and international organizations whose objective is to support and guide vulnerable communities in Somalia in building their resilience capacities, in their own ways.

The Consortium was created in 2013 and is now implementing projects funded by three different donors, in more than ten regions of Somalia. BRCiS is committed to adaptive management of its programmes, guided by a strong learning strategy. The Consortium also enforces systematic decentralization of decision making to the field level and the communities, fostering innovation and self-reliance.

The position advertised is based with NRC, the Consortium lead agency. The BRCiS Consortium Administrative & Finance Assistant is a member staff of the Consortium Management Unit (CMU) and works for Consortium Members (including AAH, Candlelight, Cesvi, Concern Worldwide, IRC, Kaalo and Save the Children).

Role and responsibilities

The purpose of the Administrative and finance assistant position is to assist in the day-to-day administrative and finance activities of the BRCiS Projects.

Generic responsibilities

  • Adhere to NRC policies, tools, handbooks and guidelines.
  • Assist with the implementation of the support (admin & finance) functions according to plan of action.
  • Promote and share ideas for improvement of the administrative functions.
  • Support the consortium unit in all administration related issues.
  • Assist in organizing and follow-up of administrative issues of relevance to the CMU.
  • Assist in organizing for internal/external workshops as well as meetings & conferences.
  • Maintain filing system, physical & electronic, for admin & finance documents.
  • Assist in monitoring of travel, meetings, training & workshop budget lines to ensure any related requests are covered.

Specific responsibilities

Administrative 65%

  • Be the focal contact for CMU meetings/ workshop/ trainings as per the organization policy.
  • Organizing authorized travel of CMU staff. This includes flights, accommodation and airport transfers (pick up/ drop off).
  • Support the CMU staff with organization of meetings, workshops, conferences and trainings upon official request & approval from requesting staff.
  • Screen and respond to administrative inquiries in an appropriate manner. Keeping his/her supervisor in copy/ well informed. Any disputes shall be handled with at most professionalism.
  • Consistently updating the contact list for all consortium members/ committees. Share updated list with CMU and consortium members, upon changes.
  • Keep the consortium informed about all administrative issues of relevance.
  • Support and suggest tools to aid in planning & monitoring of CMU staff travel requests.
  • Raising purchase requests (PRs) for admin related procurement/ services for the CMU as per written request from staff. Then follow up with NRC Somalia procurement team for timely procurement, deliveries and billing/ invoicing.
  • Perform other duties as may be assigned by the supervisor.

Finance 35%

  • Monitor CMU budget lines related to travel & meeting/workshops/trainings. Submit weekly updates to the FC on spending progress.
  • Maintain all admin & financial documentation, both physically and electronically in office 365. Includes SoPs, Budget proposals, Key correspondences with donors/ members, Signed agreements, sub agreement & annexes, Fund requests/ invoice (to donor & from partners), any CMU letters…
  • Ensure invoices for CMU costs are received in/on time and follow up with finance for payment, while resolving any related issues.
  • Perform other duties as may be assigned by the supervisor.
    Qualifications

  • Fluency in English, Somali would be an added advantage

Academic and Professional Qualifications:

  • University/ higher diploma in administration and management. Accounting is an added advantage.
  • Project management knowledge and training is an added advantage.
  • Computer skills in MS Office.
  • Minimum of 3 years’ relevant work experience (advantage).
