The European Commission’s Directorate General for European Civil Protection and Humanitarian Aid Operations (ECHO) funds relief operations for victims of natural disasters and conflicts outside the European Union. For humanitarian aid, the Commission works with about 200 operational partners, including United Nations agencies, the Red Cross/Crescent movement and non-governmental organizations (NGOs). Humanitarian Aid is channelled impartially, straight to victims, regardless of their race, ethnic group, religion, gender, age, nationality or political affiliation.

  1. Duties & Responsibilities

The Administrative Logistics and Finance Assistant (ALFA), under the supervision of the HoO, will be based in Khartoum, Sudan and will be responsible for procurement, provision of equipment and logistics support to ECHO Office and for ensuring the smooth running of the office maintenance and crisis support. In addition, the jobholder will execute office administrative HR, and financial tasks. The ALFA might be required to travel throughout Sudan and abroad if necessary.

The major duties and responsibilities of the ALFA are as follows:

· Contributes to procurement process for office property, supplies and services;

· Corresponds and negotiates with all ECHO vendors on procurement related matters;

· Conducts tendering procedures as appropriate;

· Prepares purchase orders and drafts contracts and authorization requests;

· Follows-up the activities and tasks undertaken by contractors as indicated in the signed service/procurement contracts or POs;

· Oversees and ensures proper maintenance and functioning of office equipment and furniture;

· Follows-up inventory and updates in case of purchase, transfer, donation and writing off;

· Follows-up on all Protocol matters with the Ministry of Foreign Affairs and other Local Authorities;

· Oversees management of vehicles and drivers and monthly preparation of vehicle and logistics report;

· In charge of the maintenance of office and residences and liaison with landlords if/when necessary.

· Assists in the execution of finance, accounting, HR and administration duties.

  1. Required Qualifications

· First level university degree in a relevant field, Or equivalent professional experience;

· A minimum of four years relevant work experience at national or international level

from which minimum 2 years in the area of procurement or logistics and minimum 2 years in the area of administration or programme support service including experience in finance and human resources;

· Previous experience in a Governmental or other International Organisation is an advantage.

  1. Knowledge and Experience:

· Knowledge of working processes (purchase orders, preparation of contracts for services and goods, tendering, protocol, treasury, budget and accountancy, etc.);

· High level class driving experience including a good knowledge of the country/region;

· Proven knowledge of car maintenance;

· Good communication skills;

· Capable of working under pressure in a multitasking position;

· Ability to work in a multicultural environment;

· Good experience in the usage of computers and office software packages (MS Word, Excel etc);

· Knowledge in accounting will be an advantage.
