The FHI 360 Zambia Country currently invites applications from interested candidates on the USAID Open Doors Project. The USAID Open Doors Project is an activity providing comprehensive HIV prevention, care and treatment services to key populations in targeted provinces of Zambia with the goal of contributing to a reduction in new HIV infections, in alignment with Zambia’s National AIDS Strategic Framework. The Open Doors Project supports the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) as it works towards the goal of an AIDS-Free generation, in Zambia, as well as globally.

Position title: Advisor, HIV Prevention, Care and Support 

Location: Lusaka

Reports to: Chief of Party

Basic function

The Advisor, HIV Prevention, Care and Support, will provide technical thought leadership, strategic planning, communication and relationship management of key partners/stakeholders, and facilitation of knowledge sharing on all technical aspects of program service delivery.  S/he will directly support the Project Director (Chief of Party) in the design, roll-out and day-to-day management and implementation of community-based combination prevention interventions and related community strengthening activities. S/he will supervise several technical staff.

Duties and responsibilities

Provide overall technical oversight of the Project, including support for the design, implementation, and monitoring/evaluation of HIV prevention program activities addressing the needs of key populations. Lead design and implementation of program activities focused on community awareness, behavior change and economic strengthening as it relates to key population access to quality health care. Work with COP and other technical staff to establish and maintain a technical quality monitoring system to ensure the excellence of activity design and delivery. Ensure program activities are evidence-based, adapted to local context and reflect state-of-the-art knowledge and best practices for provision of HIV/AIDS prevention, care, and treatment to key populations. Supervise and coordinate activities of technical staff at central office and serve as a technical advisor to field level counterparts. Establish and facilitate close working ties with community district health offices, district AIDS task forces and other key partners focused on HIV and health service integration, co-location, and support of key population services. Document program activities and results and contribute to technical deliverables generated by the project required by PEPFAR, USAID, and FHI 360. Identify areas where additional technical support may be required and coordinate the provision of short-term technical assistance for the project. Represent the Project at national, regional, and international “knowledge sharing” forums; participate in national technical working groups. Liaise regularly with FHI 360 senior technical staff based in HQ and regionally for technical support and guidance.

Knowledge, skills and abilities

Prior experience in building capacity for key populations and health care providers in improving health and use of participatory methodologies for planning and implementing local-level activities. Excellent interpersonal, training, facilitation, team building and problem solving skills, and ability to ensure confidentiality. Sensitivity to cultural differences and understanding of the political and ethical issues surrounding HIV prevention, care, and treatment of key populations. Demonstrated ability to establish and sustain professional relationships and to work collaboratively government counterparts and civil society organizations. Excellent written and oral communication skills.

Qualifications and requirements

A Master’s degree or higher in Public Health, Social and/or Behavioral Sciences or a related field, with specific emphasis on community-level health promotion and/or education. Minimum seven years’ experience in the Eastern or Southern regions of Africa designing and implementing large-scale HIV prevention care and support programs for key populations. At least four years in a technical leadership/management role for a project of similar size and complexity, including experience with direct supervision of professional staff. Demonstrated knowledge of evidence-based and structural HIV prevention care and support interventions for key populations and linkage to services, and approaches to addressing gender issues relating to HIV prevention. Willing to travel to project sites throughout Zambia (up to 25% of time).
