Field of activity

The new project forms part of the bilateral reform partnership between Senegal and Germany and aims at advancing reforms in the Senegalese administration that will improve the environment for economic development and employment promotion. In its reform strategy Plan Sénégal Emergent (PSE II), the Senegalese governmentprioritizes the creation of well-performing institutions and a modern, efficient administration in order to stimulate a dynamic development of the Senegalese economy. The project strengthens capacities at national level to steer and implement administrative reforms in a coherent manner, improves inter-ministerial cooperation, and promotes dialogue with the private sector so that administrative reforms respond to the needs of key actors. It supports the Ministry of Public Service and the Ministries of Economy and Industry in the implementation of priority tasks to modernize the administration and supports the introduction of efficient, citizen- and business-oriented administrative procedures in two provinces.

Your tasks

  • Providing technical, process and organizational advice to the Ministry of Public Service and other partner institutions on business- and employment-oriented administrative reform and modernization and embedding advisory services in the overarching reform approach
  • Management of an agile multi-stakeholder process to develop and implement a holistic change strategy for the Senegalese administration involving the private sector and civil society
  • Ensuring high-quality advisory services to sector ministries responsible for sustainable economic transformation and green industrialization in the introduction of new management tools, support to the public-private dialogue between administration and the private sector
  • Preparation and management of consulting contracts, including a subcontract for the IT-based simplification of administrative procedures and advice to partners in the area of digitalization
  • Technical assistance and support to the head of the project within the framework of the German-Senegalese policy dialogue on reform implementation, in cooperation with the German Embassy, KfW and other relevant projects of the reform partnership
  • Supporting and advising the head of project in the overall technical management and reporting of the project, taking on representative functions
  • Representation of the project in technical working groups with partners and other donors
  • Management of technical events and networks and ensuring internal knowledge management in the areas of responsibility

Your profile

  • University degree in public administration, economics, political or social sciences
  • Several years of relevant professional experience, preferably gained abroad, in the field of administrative reform and economic development
  • Practical experience in development cooperation in a partner country, GIZ project experience is an asset;
  • Sound knowledge of international discussions and current approaches in the field of modernization, process optimization, and digitalization of the public administration
  • Extensive experience in the conceptualization and management of change processes
  • Diplomatic know-how in cooperating with partner institutions at national level (e.g. Ministry of Public Service) and in public-private dialogue with the private sector
  • Strong conceptual and analytical skills, strong competences in advisory services
  • Experience in project management and in the preparation and steering of consulting contracts
  • Very good communication and teamwork skills as well as intercultural competencies and sensitivity, frustration tolerance and interest in working in a politically challenging environment
  • Business fluent in German and/or English as well as business fluent in French
