The Advocacy Manager provides overall leadership, management and strategic direction to NRC’s policy and advocacy work for Somalia. The role is responsible for identifying factors driving Somalia’s humanitarian crisis for public and private advocacy, produce advocacy materials for policy, research, analysis and guidance for the NRC global network for internal and public purposes, strengthening the incorporation of advocacy into all aspects of NRC’s activities in-country and guiding NRC’s advocacy messaging to promote an improved protection and humanitarian response environment in Somalia. The role envisages working closely with the NRC Somalia team.
Generic responsibilities
- Lead and coordinate NRC’s engagement with humanitarian policy issues and related advocacy, including by developing briefing papers and helping NRC’s team navigate issues relating to humanitarian access;
- Work with field teams to identify key advocacy issues relating to NRC’s programmes, including the protection of displacement-affected people, climate-induced displacement and access to assistace;
- Develop and implement country-specific advocacy strategy, aligned to overall country strategy;
- Monitor and analyse the humanitarian situation, access and protection concerns, emerging trends and displacement patterns, provide high quality analysis and prepare evidenced-based policy briefing papers, policy position statements, situational updated & analysis and other public-facing advocacy products when strategic and relevant;
- Liaise with other NRC Country, Regional and Global Representation Offices to coordinate the strategic delivery of advocacy messaging and to maximise impact;
- Oversee production of accurate, high quality communications materials for the media and internal use, focused on ensuring that external stakeholders are effectively informed, engaged and acknowledged;
- Advise on media lines and media strategy, ensuring potential risks associated with NRC’s positions are assessed and sign-off procedures are adhered to;
- Represent NRC to key stakeholders, strengthen strategic advocacy networks and identify opportunities to advocate NRC’s position;
- Ensure advocacy work are built into annual planning including proposal development and incorporate ways to allocate resources and build capacity;
- Deliver capacity building for NRC staff across other departments to help build their understanding of and engagement in advocacy;
- Compliance and adherence to NRC policies, guidance and procedures.
Specific responsibilities
- Identify and analyse key drivers of Somalia humanitarian crisis to help inform a strategy geared at improving the humanitarian situation
- Actively engage with NRC’s programmes teams to understand operational challenges and ensure all advocacy products are grounded in NRC’s operational experience
- Ensure the provision of high-quality analysis on the humanitarian situation pertaining to displacement-affected communities, contributing to improved NRC programmatic response and informing internal and external advocacy products
- Prepare high-quality briefings, letters and other written materials for internal and external use, ensuring strong evidence-base in messaging and following agreed sign-off procedures
- Lead NRC Somalia media and communications work to highlight humanitarian needs by developing products for social and traditional media and acting as a spokesperson as required
- Ensure that relevant NRC Country Offices and departments (Field Operations, External Relations, Partnership & Policy) are informed and briefed on factors driving the crisis, NRC’s programmatic response and steps that should be taken to address emergency needs
- Engage actively with other humanitarian and advocacy organisations involved in the response, including through in-country coordination mechanisms and by way of information sharing and the development of joint strategies or products
- Support programme staff in incorporating and integrating advocacy into all aspects of NRC’s programme activities, strategy and budgeting
- Revise and update the NRC Country Office advocacy strategy as necessary and draft and deliver necessary reporting documents, including Advocacy Key Messages, the country factsheet and other items as required
- Seek fundraising opportunities for advocacy and contribute to the development of quality proposals, ensuring inclusion of research and/or advocacy activities on specific humanitarian and protection issues affecting displacement-affected populations where appropriate
Generic professional competencies for this position:
- Post-graduate degree in relevant and related field
- Minimum 5 years of relevant Manager/Adviser experience within the humanitarian field
