CIGZambia is a facility that provides high-quality independent technical advice and assistance to Zambian government bodies and private sector organisations engaged in projects /programmes that help harness the potential of Zambia’s cities and towns to act as drivers for economic growth and job creation. CIGZambia is funded by the UK’s Department for International Development (DFID).

The overall programme objectives are:

• increasing urban productivity

• improving inclusive access to urban economic infrastructure services

• increasing investment into urban economic infrastructure services

• enhancing national and regional integration between cities

About the Project

CIGZambia is assessing a mixed-use settlement and agribusiness focused industrial park intended to provide a platform for sustainable agribusiness enterprises and industrial development in the Eastern Province that will exploit export and import opportunities through the Nacala Road and Rail Corridor. The industrial park will support value chain capture by Zambian enterprises, contributing to the sustainable transition of agricultural activity in the region from production of and trade in basic unprocessed commodities to high value-added processing supporting improved incomes for farmers and for employees in processing businesses.

As part of the long-term strategy, a private firm intends to develop hard infrastructure (world class warehouses and storage silos) for the largest commodity exchange in the region to efficiently bulk assemble, trade and store feedstock commodities for up to 50 agro-processors located within the planned 70 ha industrial park and also to service other food and agriculture related manufacturers in the region

To support the planned industrial developments, an significant section of land within the development has been demarcated to provide up to 2,500 low to middle income housing units, thus creating a self-sustaining ecosystem with the proximity of human capital to meet employment needs and also helping to meet Chipata’s pressing need for affordable housing development given rapid population growth and the scarcity of land for housing development in and around the city.

The specific technical objectives of the work to be carried out under this contract are:

• to establish whether, the affordable housing development would represent a viable business proposition; or failing this

• to estimate the economic impact that would result, with a particular focus on: number of people provided with affordable accommodation;

• to estimate expected demands for electricity and water resulting from successful development of the site.

Immediate Requirement

• Make an assessment of the Chipata housing market including: the scale and nature of the current housing deficit in Chipata and expected trends in the short to medium term; housing market prices/rents with a particular focus on housing for low to middle income groups.

• Assess the ability/willingness to pay of potential buyers/tenants, taking into account current housing costs/availability in Chipata and findings from an in-depth interview programme with individual householders or selected representative panels.

• Assess demand for housing and the housing designs desired by potential buyers/tenants at Msekera Junction.

• Estimate potential net income (before infrastructure costs) to project developers from housing, taking into account alternative affordable housing models.

• Undertake a market risk analysis for housing development in Zambia in general and specific to Chipata and suggest possible mitigation.

Key Qualifications

• Demonstratable experience in affordable housing development with specific experience in the development and successful implementation of affordable housing models in Sub-Saharan Africa

• Academic background/qualification in a relevant field including Urban Planning, Architecture, Economics, etc.
