Agriculture Evaluation Expert, Evaluation of MCC Climate Resilient Agriculture (CRA) Activity, Niger

Proposal Objective:
SI is putting together a proposal to perform an independent rigorous evaluation of the MCC Climate Resilient Agriculture (CRA) Activity ($51.5M) under the MCC Climate-Resilient Communities (CRC) Project. This independent evaluation is expected to assess the Grants Facility Sub-Activity and its two funding windows: CRA Grants and the Private Sector Partnerships. Except for the Private Sector Partnerships funding window, the CRA Activity will be executed in coordination with the World Bank-funded Climate Smart Agriculture Support Project (PASEC). The evaluation may study the interaction of the MCC-funded components of the PASEC project with those funded by the World Bank in those communes where MCC work is being conducted. Additionally, this evaluation will assess how the Grants Facility and PSP Fund components of CRA contribute to the CRC Project outcomes in the intervention areas. If executed, the independent evaluation shall also assess the Integrated Climate Resilient Investment Plans (ICRIPs) component of the CRA Activity, including how the component was implemented and whether the component helped contribute to the CRC outcomes in the intervention areas.
The period of performance is one base year, and four option periods that add up to about 6.5 years total. Estimated start date is fall 2019.
Position Description:
SI is seeking an Agriculture Evaluation Expert to oversee evaluation design in conjunction with the Program Manager, and advise on the agriculture elements of the design.
Responsibilities:
- Oversee the evaluation design, collaborating with the Program Manager, and assess the possibility of conducting an impact evaluation.
- Provide technical guidance on data collection tools and methods.
Qualifications:
- Minimum of a Master’s in agriculture, agribusiness, or a related field and at least 10 years’ experience in agriculture, particularly with collecting and/or analyzing data; Ph.D. preferred.
- Experience designing and carrying out evaluations of grants facilities, particularly with a strong understanding of natural resource management, small and medium irrigation, and agricultural and livestock value chains.
- Experience managing quantitative and/or qualitative research projects to include rigorous independent evaluations in developing countries.
- Experience in designing and supervising agriculture data collection instruments.
- Experience with social and gender research, particularly with respect to sub-Saharan Africa and women’s groups engaged in the agricultural sector.
- Ability and willingness to travel to and conduct fieldwork in Niger.
- Ability to communicate orally and in writing in French.
