Purpose of the position

Lead and coordinate the Agriculture and Livestock sector of the SPIR DFSA including overseeing the implementation of related project interventions, focusing on enhancing the livestock value chain, including related input supply, animal health services, fodder, and marketing, roll out new initiative and ensure adherence to the project strategy and the guidelines. The post holder will be responsible to spearhead the design and implementation of innovative interventions including Climate Smart Agriculture (CSA) and Nutrition Smart Agriculture. S/he will provide strong technical back-up, mobilize resources, build and maintain healthy partnerships and networking in the area of Agriculture and Livestock and catalyze the knowledge management and organizational learning developing learning products in the field both for the DFSA consortium and WVE Implementation Woredas.

The position holder provides technical leadership and support to the livelihood activities of SPIR. S/he needs to work closely with other agriculture and livelihoods technical team members for successful planning and implementation of the project interventions. This including contributing in DIP, PREP, budget, capacity building of key stakeholders, operational support to implementing partners and GoE officials, preparation of necessary guideline/IEC materials, promoting climate-smart and nutrition-sensitive agriculture production, keeping track of progress, report preparation etc. In collaboration with the SPIR Learning Advisor, the position holder is also responsible to extract, document and share lessons to be shared within the consortium partners, and other stakeholders. The position holder will work closely with other thematic technical advisors and program staffs to ensure program quality implementation aligning program objectives and goals.

Major Duties and Responsibilities

  • Provide technical and operational support to increase agriculture and livestock productivity by the SPIR program participants including Perma garden, field crops, seed multiplication, access to new technology and inputs, access to agrometeorological/climatic information.
  • Ensure approved program activities are implemented as per the standards stated in the program guidelines, in integration and complementing efforts of other technical sectors for maximum impact, work in close collaboration with other technical specialists of the SPIR/DFSA consortium to foster program integration.
  • Provide supportive supervision to all SPIR implementing partners to ensure quality implementation of the project activities. Based on the field findings, provide appropriate capacity building, technical support, guidance to the staff, GoE officials.
  • Participate in project planning and review activities e.g. Baseline, DIP, PREP, ARR, MTR, QPR, Annual Survey, tracking the progress to ensure that agriculture and livelihoods activities are planned and implemented throughout the life of the project.

Establish strong relationships and linkages between SPIR program participants and relevant private sectors/government departments so that program participants can access to their inputs/services to improve or scale up their interventions.

Job Requirements

KNOWLEDGE, SKILLS, AND ABILITIES

Minimum education, training, and experience requirements to qualify for the position                                      

  • Minimum Qualification required: MSc. Degree in Agriculture/Agronomy/Livestock production/Horticulture, Plant Science, Rural development, and other related fields
  • Experience: 6-10 years on planning, implementation, and coordination of projects related to agriculture, Livestock,  food security and rural livelihood with NGOs and or the private sector, preferably with experience in Ethiopia

List additional work experience required as a minimum qualification for this position.

  • Technical trainings required:  Exposed to different technical trainings in the subject matter area (Agriculture, livestock, Food Security, Livelihood, Project Designing/ PCM, etc.)
  • Ability to undertake field assessment, and facilitating trainings and workshops
  • Report writing skills as per the donors and other stakeholders requirements
  • Practical experience in planning, implementation, and management of agriculture, livestock and natural resource type projects related to homesteading agriculture (marginal, subsistence and small scale agriculture producers) / nutrition smart agriculture is required.
  • With knowledge and understanding of GoE PSNP, and agriculture and livestock-related policy and programs of the country.
  • Other: Experience in the Research area is a plus.
  • Other Competencies/Attributes:
  • Must be a committed Christian, able to stand above denominational diversities.
  • Attend and participate in daily devotions and weekly chapel services.
  • Perform other duties as required.
  • Effective in written and verbal communication in the English language.
  • Practical experience with PSNP or other related food security programming
  • Practical experience on agriculture and livestock value chain, market system and livelihood diversification
  • Ability to work with producers, producer groups, civil society,  agribusiness, and local authorities and service delivery agent  and institutions

Working Environment:

  • The position requires the ability and willingness to travel to all SPIR operational areas for up to 50% of the time.
