CONTEXT AND DESCRIPTION OF DUTIES
The Liaison Associate is supervised by (Senior Liaison Officer), falling under the general supervision of the Representative to the Republic Arab of Egypt and to the League of Arab States, who defines general work objectives and provides necessary advice and guidance.
The Liaison Associate will assist the Office in planning and implementing activities aimed at strengthening UNHCR’s partnership with League of Arab States (LAS) and its Specialized Agencies. S/he will assist in drafting policy papers and reports on all related protection issues in refugee and internal displacement contexts in preparation of the joint Regional High Level Meetings in Cairo and in the region, particularly those related to the ongoing UNHCR-LAS campaign “I’m here” on Belonging and Legal Identity.
The incumbent will scan the research papers and sources of information, such as web-based media, newspapers journals, bulletins on refugee and internal displacement matters bearing up UNHCR’s activities in the MENA region, and keeping the Senior Liaison Officer briefed on their implications.
THE INCUMBENT IS RESPONSIBLE FOR THE FOLLOWING ASSIGNED DUTIES:
Accountability (key results that will be achieved)

  • Information provided to the external parties is correct and duly approved by the Senior Liaison officer.
  • All drafts of relevant correspondence and reports are prepared in time and as per requirements.

Responsibility (process and functions undertaken to achieve results)

  • Assist in the establishment of close working relations with officials in various ministries especially Ministry of Foreign Affairs.
  • Inform the Senior Liaison Officer on a continuing basis of relevant information on the outcome of discussions with MFA on various issues.
  • Accompany the Senior Liaison Officer and Headquarters visitors on missions and meetings.
  • Draft correspondence and reports as required.
  • Assist in preparation for different visits and missions to the operation.
  • Undertake other duties as required.

Authority (decisions made in executing responsibilities and to achieve results)

  • Initiate upon request of the Representative the contact with the relevant external parties on various issues.
  • Coordinate with different units in the office that information presented to the MFA is duly verified and endorsed by the Representative.
    REQUIRED MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE
  • Completion of secondary education with post-secondary training/certificate in a related field.
  • Minimum 6 years of work experience relevant to the function.
  • Fluency in English and working knowledge of another relevant UN language or local language.

(In offices where the working language is not English, excellent knowledge of UN working language of duty station and working knowledge of English.)
DESIRABLE QUALIFICATIONS AND COMPETENCIES

  • Good knowledge of UNHCR operations and good political awareness.
