OVERVIEW OF THE POSITION

Somalia has made significant progress in recent years towards peace, stability and prosperity. A national government has led a process of peacebuilding and negotiation aimed at establishing a new political settlement based on a federal model. The country has been one of the largest beneficiaries of aid in the world. The government is committed to make better use of the aid it receives now and continues to build the economic and social services’ institutions to reduce its dependency on aid. However, all stakeholders generally agree that current aid management and coordination arrangements can be improved.

The government is currently carrying out a series of processes towards which they would like external aid to align and which may affect the structure of the Somali aid architecture. On one hand consultations are being conducted to prepare a revised National Development Plan (NDP 9) which will also act as an iPRSP for the period 2020-2024. On the other hand the government, through an effective internal coordination mechanism, has recently finalized four roadmaps which identify a wide set of priorities and propose milestones and activities in the areas of Inclusive Politics, Economic Development, Security & Justice, and Social Development. The government is also committed to the New Partnership for Somalia (NPS), agreed in London in May 2017, which includes a Mutual Accountability Framework (MAF) between the Government and the international community.

The NPS and the NDP define aid management arrangements through the Somalia Development and Reconstruction Facility (SDRF) and its constituent pooled funds, administered by the UN, the World Bank, and the African Development Bank. However, the current aid management arrangements and SDRF pooled funds only address approximately 20% of the aid flows into the country, and do not provide detailed policy recommendations on how to manage broader aid flows, which remain off-budget and outside of national oversight mechanisms.

In addition, Somalia has undergone extensive reforms, including related to economic governance and public financial management, in line with the benchmarks of the IMF Staff-Monitored Programme and latterly focusing on the indicators associated with EU budget support. Many initiatives have been introduced to enhance the effectiveness of external assistance towards reconstruction and development. Within this context, the Federal Government of Somalia is planning to organize a Somali Partnership Forum (SPF) in July 2019. The forum will be at the Senior Official level, and is expected to include participation from the Federal Government of Somalia (FGS) and the Federal Member States (FMS). The preparations of the forum open an opportunity to focus attention on aid management and coordination within the context of the NPS, its Mutual Accountability Framework, the Roadmaps, and Somalia’s upcoming 9th National Development Plan. The intention is to simultaneously increase the effectiveness of external assistance for improved impact, whilst seeking to streamline and rationalise the system and make it clearer and more effective for all. While agenda items for the SPF are currently being worked on, one objective of the Forum is to endorse a revamped and inclusive aid coordination structure that aligns with the Roadmaps and the upcoming 9th National Development Plan.

GENERAL FUNCTIONS

Role objective:

Within this context, dedicated support is required for the preparation of a refined aid architecture that aligns to and supports the proposed structures of the government roadmaps and NDP 9 in a coherent manner, and which is coherent with the existing mutual accountability framework and partnership principles, currently being updated.The updated framework will be presented in the SDRF SC for endorsement and will address the continuous challenges of ensuring effectiveness of aid in propelling development gains forward towards the achievement of the Sustainable Development Goals (SDGs). It is expected to further facilitate dialogue between government and international partners, considering the pressing needs of humanitarian and development assistance, and to ensure improved equity of donor support across all of Somalia’s regions and Federal Member States while promoting gender equality, strengthening national institutions, responding to shocks and sustaining peace.

ESSENTIAL EXPERIENCE

Education:

§ Bachelor’s degree in International Development, Economics, Public Administration.

Work experience:

§ Minimum of 10 years of demonstrable relevant Civil Society & NGO’s experience.

Geographical experience:

§ Minimum of 10 year of experience in Africa (essential).

Languages:

§ Fluency in English is essential.

Key competencies:

• Conduct Desk Review of existing aid management & coordination arrangements (6 working days), amongst others, those ones associated to the following structures, processes and institutional mandates:

  • The four government roadmaps
  • SDRF Architecture Establishment Arrangements note (Sept 2017), which includes existing arrangements stating roles and responsibilities related to aid management & coordination functions (includes ToRs of different institutions involved in aid management and coordination, at the federal and sub-federal levels)
  • Joint Operations Manual for SDRF Funding Windows (July 2017)
  • The New Deal in Somalia: an independent review of the Somali Compact, 2014-2016
  • New Partnership for Somalia and Mutual Accountability Framework (including progress reports on the status of MAF benchmarks for goals and Partnership Principles
  • Use of Country System Roadmaps
  • Aid Flow Analysis Reports
  • Terms of Reference of the different institutions in charge of managing aid coordination
  • Terms of Reference of the Somali AIMS (currently under development)

The options for a revised aid architecture should take into consideration the need for strengthened coordination across the humanitarian-development-peace nexus.

• Consultation/engagement plan for discussions of options for a refined aid architecture in line with NDP 9 and government roadmaps (2 working days)

The engagement plan will consist of consultations with both the MAF Task Force/Joint SPF Secretariat and the Technical Coordination Harmonization Team as well as other actors from the Federal Government of Somalia, Federal Member States, the Banadir Regional Administration, the international community, civil society, women’s groups, the private sector and Parliamentarians. The plan will allow the consultant to prepare a proposal with options for a refined aid architecture in Somalia which aligns to both NDP 9 structure and four government roadmaps. Views, challenges and perspectives of the different stakeholder groups, including the Federal Member States and Banadir Regional Administration, will be considered in the proposal.

• Proposal of potential options for a refined aid architecture which adjusts to the proposed structures of the Roadmaps and the NDP 9 in a coherent manner (18 working days)

Drawing on the review and systematization of existing aid coordination arrangements, the four FGS Roadmaps, the National Development Plan 2020-2024 Concept Note as well as any other document that the government would like to be considered to facilitate alignment between the two frameworks, and on consultations with Government, international partners and other stakeholders as proposed in the engagement plan, the consultant will develop a proposal with options for a refined aid architecture. The proposal will include a section which will analyse the interconnection and complementarities between the 9th National Development Plan and the 4 government roadmaps, including options for improved multi-stakeholder coordination for effective and sustainable implementation.

The proposal will assess the pros and cons of SDRF and the CAS being separate or integrated, as well as the risks and benefits of each option being proposed, along with a summary of views from key stakeholders. Buy-in of the final option is critical so views from all will need to be gathered and flagged explicitly. Specific attention will be given to the issue of bilateral vs SDRF funding.

In addition the proposal include a section on lessons from other countries’ experiences which will result of a desk review od aid management and coordination arrangements in different countries.

• Proposal of refined aid architecture as agreed by Somali stakeholders and partners (4 working days)

The consultant will present the proposed options for a refined aid architecture at an aid coordination workshop in late June in which a final refined aid architecture is expected to be agreed upon. He/She will take the lead in consolidating views to inform next steps and prepare final proposal of refined aid architecture, which will be presented for endorsement by the SDRF SC.

Other relevant information:

Payment for professional fees will be paid in two instalments: 20% of professional fees following approval of deliverables 1 and 2, and 80% after approval of deliverables 3 and 4.

The consultant will report to the Mutual Accountability Framework Task Force/Joint SPF Secretariat, the government’s Technical Coordination Harmonization team and the Effective Institutions Portfolio Manager, and will work closely withUN IO. His/her main counterpart in the Federal Government of Somalia will be the technical joint government team working on streamlining the architecture through the facilitation of the Aid Coordination Unit at the Office of the Prime Minister.
