Job Description

Under the supervision of the Clinical Services Director, the Project Manager provides leadership in the planning, and management of HIV/AIDS, PMTCT and STI program component of the Association and supporting field staff in the implementation of related activities in line with approved (funded) projects. He/she maintains liaison with ministry of health HIV/AIDS team and Federal HAPCO and works closely with FGAE program team and other teams in the Clinical services department as well as with FGAE branch offices. The incumbent will take a lead in ensuring smooth implementation of comprehensive HIV/AIDS programs at the ten FGAE Key population/FSWs Clinics and integration of HIV/PMTCT into existing services at FGAE SRH clinics and monitoring to ensure that HIV positive pregnant mothers are counseled and provided with quality PMTCT services. She/he also follows up and supports the direct provision of HIV/PMTCT services as may be necessary at SRH clinics. He/she will be a member of FGAE program management technical team working with the Program Director in accomplishing FGAE project goal and objectives. He/she works closely and harmoniously with relevant staffs at all levels – Head Office, Field Office and Clinics to ensure that program activities are implemented and reported in line with approved plan and on schedule

RESPONSIBILITIES & TASKS:

  • Lead the planning, management and implementation, of FGAE HIV&AIDS, PMTCT and STI Programs component and collaborate with relevant unit in monitoring and evaluating all HIV&AIDS related efforts;
  • Provide technical support to program and clinic staffs on designing and implementation and provision of services relating to Prevention of Mother to Child Transmission (PMTCT), HIV Testing and Counseling, and Sexually Transmitted Infection (STI) and HIV Treatment to ensure clinical HIV care/management is conducted according to national guidelines and standards;
  • Lead the development and implementation of strategic framework for effective response to HIV&AIDS in the Association in alignment with FGAE Strategic Plan to guide the implementation of HIV&AIDS interventions including abstinence, promotion and provision of HCT services, care and support services, HIV&AIDS treatment;
  • Liaise and work with the BCC team to design, produce and air gender sensitive prevention and impact mitigation messages including information on available services;
  • Liaise and work with the relevant staff to mainstream gender into all HIV&AIDS prevention, services and impact mitigation interventions of the FGAE for gender sensitivity and responsiveness;
  • Lead the development of HIV&AIDS component of the Annual Program Budget and participate in the development of new proposals for grants to advance FGAE response to HIV&AIDS in Ethiopia
  • Integrate HCT into all SRH clinics to facilitate availability, provision and access to quality HCT services provided in line with established guidelines/protocol;
  • Participate in HIV&AIDS evidence based advocacy events targeted at critical audience at policy and law makers at National and Regional levels to facilitate the creation of enabling environment for HIV&AIDS programs and delivery of services;
  • Work with the Training unit/Institute for the design of relevant training as well as development of relevant resource materials to support the training of various categories of individuals including Educators and promoters, counselors and service providers;
  • Collaborate with relevant unit to develop, produce advocacy packages including fact sheets and human angle stories to support and strengthen FGAE advocacy activities.
  • Identify training requirements of staff involved in the implementation of HIV&AIDS programs and service delivery and liaise with appropriate units for building the capacity of such staff and service providers;
  • Based on the invitation by the Executive Director, attend the meeting of the National Executive Board to brief and update Board members on developments and performance of the HIV&AIDS component of FGAE programs and services;
  • Source, assemble and provide to FGAE Resource Centre relevant HIV & AIDS resource materials including reports, publications and CDs for internal use and utilization by others in the external environment visiting the resource centre;
  • Participate in the conduct of HIV&AIDS and related training organized by FGAE Training Institute as a member of the Training faculty/Team of facilitators;
  • Monitoring, documenting and disseminating specific results and lessons of FGAE HIV&AIDS program activities within and with stakeholders in the external environment through FGAE newsletters and annual reports;
  • Source and provide information within FGAE on available opportunities for grants, scholarships, training, conferences, seminars and workshops nationally and internationally to enable FGAE explore and access such opportunities;
  • Design and lead the planning and conduct of activities relating to commemorating the Annual World AIDS Day in collaboration with relevant Departments and Units;
  • Monitor development and trends in the HIV&AIDS environment and guide FGAE in designing appropriate and effective response;
  • Liaise with SRH/MNCH Unit to facilitate the introduction and use of standardized guidelines and protocols for providing services relating to Prevention of Mother to Child Transmission (PMTCT), HIV Testing and Counseling, and Sexually Transmitted Infection (STI) Diagnosis and HIV Treatment Services;
  • Assist in developing service quality assurance guidelines and protocols for FGAE SRH Clinics, Confidential STI/MARPs Clinics, Private Health Network, Woreda Health Offices, community level health services and Aids Fond- Ethiopia-supported health facilities
  • Support the strengthening, development and management of clinical systems related to HIV/AIDS /PMTCT service scale-up, including information, adherence and referral support;
  • Provide on-going technical support and supervision to PMTCT Program and assist in facilitating and mentoring facility level staff. Take an active role in targeted evaluations of HIV/PMTCT services;
  • Make input into the design and implementation of effective systems for monitoring and evaluating FGAE HIV&AIDS programs and services including treatment and PMTCT;
  • Oversee the training of service providers in FGAE facilities on National guidelines and protocols for providing PMTCT and Treatment services;
  • Work in collaboration with other program team members to ensure necessary HIV program planning, development, resource availability and management activities function smoothly and efficiently;
  • Provide leadership in the management of various HIV&AIDS, PMTCT and Care and Support related projects within the defined budget limit and time and according to guidelines provided by the donor including problem identification and solving;
  • Collaborate closely with key stakeholders, including MoH, professional associations and other US government funded programs for smooth implementation of HIV program;
  • Initiate and undertake joint periodic review of implementation of HIV&AIDS programs with other program staff comparing deliverables with set targets to inform decision making within FGAE;
  • Lead the timely, accurate and appropriate reporting of HIV/PMTCT program activities and results to the Donor, including progress and annual report;
  • Serve as a focal person for the entire HIV/PMTCT Program interventions and participate in the PMTCT technical working group(TWG) in the Ministry of Health, FHAPCO, AIDS FOND-Ethiopia;
  • Perform any other duties as assigned immediate supervisor.

Job Requirements

Qualification: MD/MPH/MSC in Public Health with a back ground of health sciences in BSC

Work Experience: 4 for MD+MPH, 6 yrs for MD, 7 years  for BSC+MPH and shall possess  progressive experience in managing &  coordinating the implementation of HIV/AIDS projects working in HIV/AIDS focused donors/NGOs like, CDC, CDC-universities(ICAP, JHU-TSEHAI, Tulane, Itech, PSI, USAID and relevant others.

The Family Guidance Association of Ethiopia (FGAE), a volunteer-based Association established in 1966, has been working with solid commitment to contribute to the national effort to fulfill these entitlements. Indeed, FGAE pioneered Family Planning (FP) services and tested different innovative approaches (including youth-friendly, community and workplace-based) to meet the growing demand for modern FP and other SRH services targeting under-served and marginalized segments of the population. FGAE, now registered as an Ethiopian Residents Charity Organization (under certificate number 0475), is also an accredited member of the International Planned Parenthood Federation (IPPF). Furthermore, FGAE is locally a member of the Consortium of Christian Relief and Development Associations (CCRDA); Consortium of Reproductive Health Associations (CORHA) and the Consortium of Population, Health and Environment (COPHE).

Over the last five decades, FGAE's services have expanded from a single-room clinic run by one nurse to a network of 55 integrated SRH service delivery facilities including one GynObs Specialty Clinic, eight higher, 13 Medium and eight Confidential (Sex-workers Friendly) SRH Clinics; 25 youth centers, more than 200 outreach sites and 186 franchised clinics operating in almost all regions of the country coordinated and managed by eight Area Offices throughout the country. The Association has 648 employees and more than 8,000 program and policy volunteers. The SRH context is fast changing amidst the volatile socio-economic dynamics in the world today. Key issues include access to services, gender inequality and service quality, among others.  As the current Strategic Plan of the Association is coming to an end in December 2015, FGAE engaged a consultancy firm to facilitate the development of its seventh Strategic Plan for the period 2016-2020 through a fully participatory process.  The initiation of the new SP was informed by the findings from the mid-term review (MTR) of the 2013-2015 SP; existing and unfolding global and in-country developments in Sexual and Reproductive Health and rights.
