Remuneration: 1,400-1,800 USD per month + cost of living allowance depending on location.

The Programme Officer position will be based in MAGENTA’s Tunis office, which is the hub for our North and West Africa portfolio. The primary responsibilities of the Programme Officer will include: 1) conducting programme and context analysis; 2) assisting with programme management and implementation; 3) contributing to programme design and business development; and 4) contributing to organisational knowledge management. The Programme Officer will work under the guidance of the Africa Regional Lead and/or Programme Managers, and will be a founding member of the MAGENTA team in Tunis. Responsibilities

The Programme Officer will provide project management support for a number of programs in the research and communications field. Typical tasks include:**

Programme and Situation Analysis

· Look at the big issues we are trying to address and turn them into exciting, achievable, relevant and measurable behaviour change briefs

· Ensure SBCC is integrated into all of our work from the shaping of the brief, to the design of the research to the development of the strategy and its delivery

· Strategically consider the objective of analysis exercises, including research questions, and plan the analysis accordingly, including which sources to consult, to add maximum value to the project/research

· Conduct thorough literature reviews on a variety of topics to inform the design of projects and research studies

· Conduct stakeholder mappings and situational analyses to inform the design of projects

· Contribute to technical reports, project presentations, and program updates through strategic thinking and analytical writing

· Conduct analysis of primary and secondary data (qualitative and quantitative) to support programme implementation using relevant software (e.g. Nvivo, Excel)

· Conduct stakeholder consultations with subject matter experts, key informants, academics, etc. to inform situational analyses

Implementation and Programme Management

· Contribute to the development of behaviour change communications strategies

· Develop behaviour change communications strategies

· Develop strong logical framework and theory of change for programmes

· Develop and utilise monitoring framework, risk matrix and workplans

· Utilise SBCC models at research and implementation phases of programmes

· Coordinate project partners, e.g. consultants, media, civil society

· Provide inputs to resource plans and budgets

· Develop clear and insightful creative briefs

· Provide constructive feedback on creative elements and ensure strategic messaging is integrated into content

· Monitor project KPIs and update monitoring and evaluation tracking tools

· Track project finances

· File project documentation

· Organise project logistics, including travel and calendar scheduling

· Assist in projects reporting, taking into consideration project KPIs

· Assist in projects reporting, taking into consideration how we’ll evaluate it against the objectives.

Programme Development

· Contribute to programme design, including theories of change, activity design, M&E frameworks, resource plans, financial plans

· Apply SBC models to the design of new programmes

· Contribute to proposal (technical and financial) preparation and submission

· Contribute to the expansion of MAGENTA’s professional network in the North and West Africa region

Knowledge Management

· Update MAGENTA databases, including past performance records, contact lists, partner testimonials

· Record detailed meeting notes

· Compile project case studies and contribute to updating MAGENTA thematic portfolio on a regular basis

Requirements & Competencies

· 2-5 years of professional experience

· Top tier university graduate

· Robust logic chain analytics and strong general analytical skills

· Familiarity with the project management cycle

· Excellent written and verbal communication skills

· Highly numerate, with strong commercial acumen

· Ability to multi-task and manage competing priorities

· Demonstrated desire for excellence and an ability to inspire others to attain professional excellence

· Demonstrated passion, interest, and knowledge in the North and West Africa regions, especially Tunisia and Mali

· Innovation driven

· Technological and digital fluency, including Social Media (Facebook, YouTube, Instagram, Twitter)

· Fluency (spoken and written) in French and English is required; other relevant language skills are a plus

· Willingness to travel to developing/post-crisis settings

· Good sense of humour, personable and demonstrated ability to build networks

· Entrepreneurial spirit and willingness to get hands dirty

· Strong moral commitment to international and local development

· Software familiarity: Excel, Word, PowerPoint, Office 365; SPSS/STATA is preferred but not required

Working Conditions

· Some long hours including evening and weekends to complete tasks or attend events

· Willingness to work in regions that are remote and lack basic modern infrastructure
