Project Summary:

The Mali Justice Project (MJP) is a major USAID initiative to enhance efficiency in the justice sector and increase access to justice and to support the Government of Mali to reduce corruption along the trade corridors. Management Systems International (MSI) leads one of the three components of the project focused at reducing corruption in trade corridors. The component seeks to reduce the level of corruption along the Sikasso-Koury and Sikasso-Heremakono trade corridors and increase trade, develop a reporting system for roadside corruption, and increase education initiatives and public awareness of corruption activities along the trade corridor.

Position Summary:

MSI seeks an experienced Anti-Corruption Advisor who will manage and support implementation of anticorruption-related project activities, including technical assistance on business regulation reform and anticorruption policy recommendations to national level government officials, legal assistance along trade routes, and engagement with civil society organizations for public information and advocacy campaigns on anticorruption initiatives.

Responsibilities:

  • Lead the planning, implementation and management of anti-corruption project activities and deliverables, in consultation with the Chief of Party.
  • Provide technical expertise to, and oversight of, all activities under the anti-corruption component of the project in accordance with the approved scope of work and work plan. Provide technical support on anti-corruption matters to other components of the project when needed.
  • Manage the team of the local staff of the anti-corruption component of the project.
  • Identify needs and formulate scope of work for short-term consultancy and service providers for anti-corruption activities, participate in the selection process, and oversee their performance.
  • Oversee performance of the project grantees under the anti-corruption component.
  • Coordinate with governmental agencies and non-governmental actors in promoting and implementing reforms and procedures that reduce corruption.
  • Ensure effective coordination with other project justice sector and access to justice staff.

Qualifications:

  • Master’s degree or higher in a relevant field, such as law, business administration, economics, international development, or international relations.
  • Minimum of five (5) years of relevant experience in anti-corruption, access to justice, and/or economic governance and trade programming, preferably in Mali, West Africa or other comparable development countries.
  • Knowledge of cross-border trade and its relationship to the U.S. Government Feed the Future goals
  • Demonstrated experience in anti-corruption and good governance areas working with governmental institutions.
  • Demonstrated experience working with civil society organizations on advocacy and awareness raising initiatives, preferably related to anti-corruption or access to justice issues.
  • Prior experience on a USAID or other international donor-funded anti-corruption, government accountability or access to justice project preferred.
  • Fluency in written and spoken French and English required.
