Basic Purpose

The Area Coordinator will be based in Batouri, Eastern Region of Cameroon, and shall report to the Program Coordinator of LWF/WS in Cameroon, from whom he also takes advice on programmatic matters in addition to support that he will receive from the Country Representative (such as security management and representation) or any regionally based program expert on different themes.

The incumbent is also responsible for the operations of the Batouri office team and ensures good and timely implementation of projects implemented in the Eastern Region of Cameroon. He shall represent the LWF Cameroon Program to local authorities, coordination fora and working groups organized in East Region of Cameroon, or delegated to by his hierarchy.

Required qualifications

A minimum of Bachelor’s Degree is required in Agronomics, Environment, Development, or other livelihood and food security related studies from a recognized institution.

Knowledge and Experience

Minimum of five years of professional experience in Livelihoods programming with a combination of other domains such as Education, Peace cohesion at projects/Programs technical supervision levels.

Significant working experience at management level in humanitarian assistance or development-oriented programs within an international environment and preferably with church-related or non-governmental organizations.

Strong leadership and people management skills

Ability to work as part of a team under minimal supervision while ensuring efficient communications with supervisor.

Cultural sensitivity and adaptability. High degree of integrity and professional responsibility.

Working experience in Africa especially in Central African countries is an asset.

Flexibility, patience and ability to work under pressure in challenging contextual circumstances and working with very tight deadlines.

Ability and willingness to work and live in a field location with basic infrastructures and services.

Strong organizational, interpersonal, verbal and written communication.

Strong computer literacy.

Main duties

Program Unit Management and Staff Development

Overall coordination, management and support of all LWF World Service projects in the Batouri (East Region) operations.

Oversee the planning and delivery of the community services.

To be responsible for the supervision, coordination and training of the program unit staff, and ensure that they carry out their functions in a timely, coordinated and participatory manner.

To coordinate relevant and appropriate training as part of the LWF World Service overall strategy of capacity building, community development and empowerment, staff development, training and exchange.

To develop comprehensive and clear orientation, briefing and induction course/programs for newly recruited staff and/or existing staff employed in a new capacity within the program.

To be part of the interview panel for the recruitment of project staff.

Strategic Planning and Program Management

To contribute to program/project design, implementation, learning, and monitoring and evaluation through active collaboration with all team members.

To be responsible for the correct project implementation according to donors’ guidelines as well as LWF standards.

Contribute to and provide inputs of annual work plan, required project reports, baseline data, tools and indicators for monitoring and evaluation, collection / sharing of lessons learned.

Lead and participate in Livelihoods assessments of the local host communities to implement development activities.

To advocate for the well-being of the beneficiaries and develop strategies that aim at improving food security in the area.

To be responsible for the planning and establishment of any new project interventions, both emergency and development activities, and to ensure that these proposals are established within the LWF World Service (and ACT where appropriate) guidelines (and strategic plans) and the program’s strategic plan.

To be responsible for the reporting and communication between the Batouri field office and the coordination/management offices in Yaoundé and Meiganga.

To ensure that project proposals, reports and other documentation relating to program matters are developed, finalized and submitted in accordance with donor requirements/formats and within the relevant time frame, and in accordance with LWF World Service policy and guidelines, in collaboration with the Program Coordinator of LWF World Service in Cameroon.

To fulfil the highest programmatic, administrative, quality and accountability standards through adopting and implementing the LWF World Service policies and guidelines such as the Rights Based Empowerment as well as adhering to the Codes of Conduct and other quality assurance guidelines to which LWF World Service is a signatory (eg. SPHERE standards, CHS, etc).

To ensure appropriate and timely use of project funds for activities and Batouri operational office support costs.

In close cooperation with the Finance and Administrative Manager based in Meiganga, monitor and manage Programme expenditure and budgets, ensuring resources are optimally utilized and spending is in line with LWF financial procedures and donor requirements.

Identify possible areas for extension of Program and the development of possible areas of new interventions.

Program Coordination and Networking at field level

To plan regular staff coordination meetings and to develop the agenda in liaison with the LWF World Service Country Representative, Program coordinator and sector managers.

To participate in the relevant fora, meetings and networks (in East North Region) with relevant active partners to discuss and take action on program matters (planning, coordination, implementation, training, M&E, liaison).

To make regular field trips to monitor, follow up and discuss important program matters, and to report back to the LWF World Service Cameroon Program Coordinator, and the Finance and Administrative Manager.

Identify project staff needs, ensuring that position descriptions are developed accordingly, properly qualified staff are recruited, inducted and trained as per the needs of the Program and the organization.

Ensures appropriate implementation and oversight of local labor and administrative legislations.

Acts as a focal point and manages security issues, incidents and threats for LWF World Service Batouri office.

Fulfil any other duties as may be assigned by the LWF World Service Cameroon Program Coordinator, the Country Representative, or their designate.

The federation was organized at Lund, Sweden, in 1947. Based in Geneva, Switzerland, it replaced the more informal Lutheran World Convention, which had been founded in 1924. The goal was to coordinate international activities of the many Lutheran churches, to provide a forum for discussions on theological and organizational issues, and to assist in philanthropy, missionary activity, and exchange of students and professors. A key leader was Executive Secretary Sylvester C. Michelfelder (1889–1951), representing the American Lutheran Church. He had been a leader in organizing $45 million in American help for the rebuilding of Protestant churches in Germany after 1945. By the time of his death in 1951, the federation represented 52 churches in 25 countries.
