Main Tasks

The Area Field Coordinator is a key member of the NCA South Sudan Senior Management Team. Under the supervision of the Emergency Manager and in co-ordination with Head of Programmes, the Area Field Coordinator position is to perform the following roles:

Management

· Support effective implementation of NCA strategic plan in accordance with the roll-out plan, and in close coordination with the Head of Programmes

· Provide overall oversight of programmes and staff in the area of operation and ensure a smooth operation

· In close consultation with the Head of Programmes and Emergency Manager, ensure effective representation NCA in area coordination forums including UN Cluster meetings

· Coordinate with the government and NGOs in the area to ensure synergy and coordinated humanitarian and development work of NCA

· Liaise with Finance department to provide overall financial oversight at the field level, and enforce the implementation of strict financial guidelines of NCA

· In consultation with the Head of Operations, implement NCA policies at the field level and ensure that these are understood by field staff and strictly adhered to.

· As the security focal point in the field office, the Area Field Coordinator shall coordinate closely with NCA staff Safety Advisor and his/her Assistant to ensure close monitoring of field security issues, implement security plans and take prompt security actions as and when advised by the NCA Staff Safety Advisor/Officer and/or the Country Director.

· As part of the NCA Senior Management Team in South Sudan, the Area Field Coordinator shall participate as requested in the Senior Management Meetings (SMM), ensure that field staff are consulted prior to SMM and implement the decisions of the SMM.

Budget management

· Ensure proper budget management of the field programme budget by ensuring that expenditure is within established budgets, and ensuring budget lines are not over or underspent

· Approve field budget spending according to established delegated limits in consultation and with support from finance team and programme managers.

Logistics and Warehousing Management

· Ensure that all local procurements follow NCAs procurement guidelines and liaise with the Logistics Coordinator to ensure that field procurements adhere to laid down regulations and best practices.

· Ensure that NCA containers and stores are properly managed with all goods received being recorded and necessary warehousing documentation generated and updated, ensuring necessary approval before dispatch of goods or supplies

· Update regularly warehouse inventory and share with logistics and programme teams on a monthly basis.

· Ensure that the NCA vehicle is in good working condition, and report any faults to the Logistics Coordinator immediately

· Ensure that vehicle log book is valid and report expiry date to Logistics Coordinator one month before expiry

· Keep track of the fuel used by the vehicle and send monthly reports to the Administration Officer in Juba

Programme management

· Co-ordinate programme work at the field level by providing programme guidance and support to programme staff throughout the project cycle management

· In close coordination with the Head of Programmes and programme unit in Juba, co-ordinate key programme events at the field level including planning, reporting and learning

· In consultation with field programme staff, coordinate effectively with NCA partners on the ground, ensuring that relationships are developed and nurtured for better programme impact

· Coordinate annual programme planning and budgeting, ensuring that field staff actively engage in the planning and budgeting process, and finalize these processes in a timely and accurate manner

· In consultation with Juba office, support the implementation of PDR by facilitating the development and review of field PDR objectives, coordinate and conduct PDR interviews as well as share NCA South Sudan representation PDR objectives with field staff

· Support capacity assessment of NCA implementing partners and the development of partners capacity plans, to contribute to partners’ capacity strengthening

· Within the deadlines and formats given, compile reports and provide inputs for all NCA supported projects and programs in the respective field areas of operations.

· In consultation with emergency and programme staff, lead in the collection of field data and information for progress reporting and humanitarian context analysis

· Prepare regular situational reports

· Participate in Joint assessment missions to monitor humanitarian Context within the geographic area

· Working closely with the emergency and program team, support in the programme development and preparation of funding proposals

Education and Skills

· A University Degree in a relevant technical discipline in Water Engineering, health and Social Sciences. Preference will be given to candidates with experience in management of a field office and a technical background in WASH.

· A lower qualification in lieu of a University degree and at least 5 years’ working experience in emergency and development programme will also be considered.

· Experience in implementing, co-ordinating or managing multi-sectoral emergency programmes in the context of South Sudan.

· Knowledge in the use of Monitoring and evaluation technics including practical application and use of Mobile data collection techniques for assessments, monitoring and evaluation.

· Experience in the use of Social enquiry and community dialogue.

· A good and solid understanding and application of Humanitarian and accountability standards such as Core Humanitarian Standards (CHS), Sphere and other quality and accountability standards to ensure programme quality.

· Experience in managing budgets.

· Experience in Programme and Donor Reporting.

· Training and capacity building of partners and staff mentoring.

· Fluency in written and spoken English.

· Well-developed communication skills.

· Ability to work in a remote location with limited facilities.

· Ability to work under pressure with minimal supervision.

· Professional and friendly communication style, with the ability to communicate with a wide range of stakeholders.
