Since 2009, northeast Nigeria has been characterized by complex and mixed displacements due to the ongoing conflict. Unpredictable population movements and access continue to be major challenges for humanitarian agencies to respond in a timely and targeted manner to the humanitarian crisis in the northeast. About 1.7 million people are currently displaced by the insurgency in Borno, Adamawa, and Yobe states, with the majority residing in Borno. As a result of these situations, the demand for long-term solutions along with emergency humanitarian support are increasing.
NRC initiated country operations in Nigeria in June 2015, in order to respond to the critical and increasing needs in the country. NRC currently has a full team based in Maiduguri and a coordination office in Abuja. NRC is currently providing services across various sectors namely; Shelter and Non-Food Items (NFI); Water, Sanitation and Hygiene Promotion (WaSH); Livelihoods and Food Security, Education; and Information, Counselling and Legal Assistance (ICLA) in order to address identified humanitarian needs.
The purpose of the Area Manager position is to ensure high quality and cost-effective program/project implementation within the designated geographical area.
Duties and responsibilities
- Line management for senior project staff and support functions (and Field Office Coordinators) in the area
- Member of the Country Management Group (CMG)
- Compliance with and adherence to NRC policies, guidance, and procedures
- Provide area specific input on CC strategies, Country Strategy, and Plan of Action
- Organize grants opening and closure meetings at area level
- Implementation of projects (including master support budget and coordinating input for donor proposals and reports) in the area, in compliance with contractual commitments (i.e. quality, synergies, timeliness, use of resources).
- Assess needs, develop emergency response and implement response plans
- Ensure optimal use of resources within the allocated project budgets and CC strategies
- Represent NRC and networking on the area level
- Coordinate NRC program activities with authorities, United Nations agencies, and other national and international agencies/organizations in the area
- Coordinate all area level program and operational activities
- Conduct regular field missions to monitor project implementation
- Lead the area Grants management (GOM, GR, and GEM) with the coordination and technical support of the GC.
- identify, initiate, and follow up on advocacy issues at the area level in close coordination with the Advocacy Manager and Country Director.
- Ensure that NRC staff adheres to NRC´s security rules and guidelines
- Ensure quality documentation of all NRC activities at area level
- Undertake Official correspondence at the area level.
Qualifications
- Minimum 5 years of experience in a senior management level position in a humanitarian/recovery context
- Experience from working in complex and volatile contexts
- Technical expertise in Protection, Shelter, WASH, or Food Security will be a distinct advantage
- Documented results related to the position’s responsibilities
- Fluency in English, both written and verbal
- Knowledge of the context in Nigeria or West Africa (Lake Chad crisis)
- Experience with start-up

Salary/benefits: According to NRC’s general directions and free housing of moderate standard.
Grade: 10 in NRC’s grade structure.
Duty station: Maiduguri, with 25% travels in the field. Maiduguri is a non-family posting. International staff members are required to live in joint accommodation.
An approved health certificate will be requested before the contract start.
