About the Job

The Armed Forces and Security (FAS) Programme Assistant supports the implementation of the objectives of the Delegation in relation with the armed and security forces by carrying out FAS activities. S/he maintains contact with authorities, mainly military and security forces and participates in meetings with different interlocutors within the region in a supporting role.

This is a national/resident position based in Mogadishu, Somalia.

Duties and Responsibilities

  • Supports the delegation in understanding arms-carrier structures at federal, regional, and local level
  • Creates, develops, and maintains a networks within the military and security forces or other relevant external interlocutors
  • Represents the ICRC at his/her level of expertise with international humanitarian law (IHL), international human rights law (IHRL) and ICRC activities including briefings and training of arms carriers
  • Supports the delegation in forces and security (FAS) related matters within his/her level of expertise
  • Regularly provides analysis on military and security matters of relevance
  • Organizes meetings and contacts under the direction of FAS Delegate and the Deputy Head of Sub delegation, applying the relevant administrative and logistics procedures
  • Prepares minutes following FAS meetings and contributes to written reporting, interpretation, and translation
  • Collects and shares information in written and verbal briefs on military and security activities to enhance the Delegates understanding of the environment and humanitarian implications, trends, and responses
  • Prepares, conducts, assesses, and follows up dissemination activities with the military or security forces on international humanitarian law (IHL), international human rights law (IHRL) and ICRC activities
  • Organising the administrative and logistics procedures including briefing and reporting material
  • Maintains and updates the stock of different ICRC publications needed for the different activities

Minimum qualifications and required competencies

  • Bachelor’s Degree in Law, international relations or any other related field of study
  • Five (5) years professional experience in a similar field; specialized security training and experience
  • Knowledge of political and security situations within the country; specially armed forces and security activities
  • Ability to network, represent the organization externally and engage in dialogue with senior stakeholders
  • Knowledge of International humanitarian law/international human rights law is desirable
  • Fluency in both oral and written communication in English and Somali
  • Excellent presentation and report writing skills
  • Upholds a high level of responsibility and confidentiality
  • Computer proficiency especially in MS Office suite
  • Certificate of Good conduct

The International Committee of the Red Cross (ICRC) is a humanitarian institution based in Geneva, Switzerland and a three-time Nobel Prize Laureate. State parties (signatories) to the four Geneva Conventions of 1949 and their Additional Protocols of 1977 (Protocol I, Protocol II) and 2005 have given the ICRC a mandate to protect victims of international and internal armed conflicts. Such victims include war wounded, prisoners, refugees, civilians, and other non-combatants.

The ICRC is part of the International Red Cross and Red Crescent Movement along with the International Federation of Red Cross and Red Crescent Societies (IFRC) and 190 National Societies. It is the oldest and most honoured organization within the Movement and one of the most widely recognized organizations in the world, having won three Nobel Peace Prizes in 1917, 1944, and 1963.

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We direct and coordinate the international activities conducted in these situations.

Since its creation in 1863, the ICRC's sole objective has been to ensure protection and assistance for victims of armed conflict and strife. It does so through its direct action around the world, as well as by encouraging the development of international humanitarian law (IHL) and promoting respect for it by governments and all weapon bearers.
