I. OVERALL OBJECTIVE

The Consultant will deliver expert assessment and key recommendations to the IOM team, the DST counterparts and government representatives engaged in the digital transition of the key processes under the responsibility of the DST, in the overall landscape of the modernization of the Ministry of the Interior of Niger.

II. TASKS

  1. Evaluate and make an inventory of the current “digital maturity” or status of digitization at DST in general at central and decentralized level (HQ, regional antennas and operational BCPs if needed such as Assamaka) and collect information about the current available IT equipment and capacities for digital processes;
  2. Collect information about the current available equipment and capacities for “laissez passer (LPs)” treatment and issuance in particular (temporarily replacing travel documents for migrants that have lost their identity documents during the journey) through material verifications, interviews and meetings with relevant DST representatives and government agencies;
  3. Analyse and assess status of practices at DST regarding laissez-passer in particular, including existence of data bases, data bases treatment, data collections and storing systems/mechanisms being used, outlining the strengths and weaknesses of these systems;
  4. Conduct, in close coordination with the project team a review of the existing laissez-passer policies/legislations at DST including review of best practices;
  5. Produce a comprehensive assessment report and recommendations that provides an overview about Niger DST digital electronical maturity, management practice, and identify main gaps and vulnerabilities while underlining a number of options for modernising and digitizing laissez passer’s at DST, highlighting the feasibility, in the overall framework of the modernisation of the MoI;
  6. Based on the findings of the assessment, provide technical recommendations to the representatives of DST in order to shift towards more digitalized migration management processes;
  7. Develop a roadmap that should include capacity building for MoI staff on hardware/software management and maintenance to ensure sustainability of the DST’s digitalised transition, including internal data management, storage of numeric data, data security, delivering numeric and e-laissez-passers and related training curriculums. This will establish a clear and concrete needs and steps to be taken into consideration for the future implementation of key recommendations.
  8. Undertake duty travel, in line with prevailing security restrictions, relating to project assessments, and project implementation, as required.

Any other duties as required by the Program Manager and IOM managers involved in the project implementation.

III. DURATION OF THE CONTRACT:

The duration of the contract is three (3) months on site in Niger. The starting date is as soon as possible; the end date is 3 months afterwards.

Iv. REMUNERATION

Overall envelope for the consultancy is 18,000 USD (eighteen thousand), due on a pro rata basis of the expected deliverables. First instalment of 20% will be paid upon signature of the contract. Second instalment of 40% will be paid upon reception by IOM of the draft version of the digital maturity report to be presented to the national counterpart. Last instalment of 40% will be paid after reception of the final version of the study report, taking all comments and amendments into account.

This all-inclusive envelope will cover travel and accommodation costs in Niger.
