Under the line management of the IMPACT (REACH) Senior Assessment Officer (SAO), the Assessment Officer (AO) is responsible for the implementation of REACH’s Site Management Sector research cycle in Sudan, including drafting terms of references (ToRs) that clearly articulate research objectives, data analysis plans (DAPs), and coding kobo tools for data collection. The AO will also assist with training of enumerators prior to data collection, data cleaning and analysis, drafting and dissemination of research outputs. Throughout the Site Management Sector workstream, the AO engages with partners to promote their participation and maximize their impact. They also ensure efficient and transparent use of resources required for project implementation.

This position requires strong research skills, an analytical mind, creativity, independence, and an interest in the regional context. Candidates should have strong writing and presentation skills and be able to clearly think through and articulate implications of research findings. The position will regularly require looking at data, pulling out relevant findings, writing engaging briefs and factsheets, presenting findings to external audiences with varying amounts of data literacy, and guiding colleagues in how to think more analytically about their own research.

BACKGROUND ON Site Management Sector in Sudan

IMPACT HQ in Geneva supports the work of the Site Management Cluster primarily through its REACH program, which provides data collection, mapping, and analysis for displaced populations in camps and settlements. It uses tools like GIS for site profiling and remote sensing to assess inaccessible areas, enabling better planning and resource allocation. Additionally, it collaborates within the Site Management Cluster at both national and sub-national levels to improve site conditions and provide evidence-based recommendations.

RESEARCH CYCLE MANAGEMENT

  • Understanding key research cycles and context-appropriate research design and how this research contributes to strategic response objectives with a focus on site management, camp coordination (CCCM), WaSH, health, FSL aligned with CCCM level activities
    • Assist in all phases of research, including research design, data collection, processing, analysis and output production

CONTEXUAL UNDERSTANDING

  • Keeping up to date with the shifting context in Sudan both at national and sub-national levels.
    • Maintaining an understanding of the contextual and humanitarian research landscape, particularly in relation to official administrative approval procedures in various states and localities, and partnerships for data collection with local and international NGOs.

RESEARCH AND TECHNICAL SKILLS

  • Supporting the development and implementation of analytical workstreams, including use of existing REACH data in thematic briefs, reports, presentations, etc.
    • Contributing to research cycles including research design, tool development, and data collection.
    • Producing clear and well-structured research outputs under supervision, primarily in English.

COORDINATION (INTERNAL AND EXTERNAL)

  • Interacting under the supervision of the Senior Assessment Officer with HQ departments.
    • Supports the coordination with research units and teams to move forward or improve aspects of the research cycle.
    • Coordinate internally with other workstream focal points to gather relevant information, foster collaboration, and streamline processes aimed at optimizing CCCM workflows, enhancing research output quality, and expanding dissemination reach.
    • Support the Senior Assessment Officer on external engagement related to analytical research findings as necessary.

The Assessment Officer will maintain the strictest confidentiality on all data collected and related processes. They will actively take measures to prevent the unauthorized sharing of any information and data belonging to IMPACT and its partners or collected during their assignment with IMPACT.

TECHNICAL SKILLS

  • Years of work experience: 3 years of relevant working experience in a humanitarian setting, such as assessments, monitoring and evaluation, research design and analysis, etc.
  • Research skills: Quantitative and qualitative research data analysis experience required.
  • Familiarity with aid system: An understanding of the aid system and the research community is an advantage. Prior experience with humanitarian coordination forums preferred.
  • Thematic experience Prior experience with Site Management Sector is an asset.
  • Communication/reporting skills Excellent verbal and written communication and drafting skills for effective reporting required.
  • Academic qualifications Excellent academic qualifications, including a master’s degreeor equivalent in a relevant discipline (e.g. international studies, development, humanitarian response, data science, political science, etc.).
  • Software skills: Proven knowledge of the Microsoft Office Suite, to include Word, Excel, and PowerPoint. Familiarity with R, SPSS and/or STATA or other statistical analysis software is an asset.
  • Security environment: Ability to operate in a complex and challenging security environment.
  • Experience in geographical region: Experience in the region is desirable.
  • Language skills Fluency in English required, competency in Arabic is an asset.
