HelpAge International (www.helpage.org) is the secretariat to the HelpAge Global Network, which brings together a wide range of organisations and individuals working together to ensure that older people lead dignified, active, healthy and secure lives. HelpAge International’s secretariat is based in London, UK but works in 41 countries across the world.

HelpAge has been operating in Ethiopia since 1992 and has been engaged on thematic sectors including social protection, health and wellbeing, emergency response and capacity building of partners. HelpAge International is responding to the needs of south Sudanese refugees’ influx with special focus on specific needs of older people and PWDs in Gambella region. The integrated refugee response intervention includes Health, Nutrition, Livelihoods, protection of older people and person with disabilities and capacity building of humanitarian actors to ensure inclusion of older people and their specific needs in the overall refugee response and essential service delivery interventions. The specific projects are implemented with full engagement of older people and other persons with specific needs in refugee camps and in close consultation and coordination with ARRA, UNHCR, RaDO and other humanitarian actors currently involved in various sectors of refugee responses.

Overall Purpose of the Job:

The Assistant Country Director-programmes will be part of the Ethiopia SMT and responsible for the delivery of organizational strategy, offer high quality strategic guidance and management the programme team, Institutionalize learning outcomes from programmes and proactively contribute in strategic and long-term fund raising to sustain and grow impact.

SPECIFIC RESPONSIBILITIES:

  • Provide leadership in program strategy development on priority themes of social protection, health and care, both in development and emergencies contexts;
  • Assist the CD in the regular strategic review of country programme review to make sure that programme team is engaged and delivering across all areas of the organisational theory of change with network coordination/development a core way of working (Programme Delivery, Building Knowledge & Evidence, Strengthening Voice; and Advocating for Change);
  • Assist the CD in the operationalization and implementation of the business plan ;
  • Roll-out of innovative program initiatives and approaches throughout all areas of operation of HelpAge Ethiopia;
  • Keep abreast of regulatory, operational, socio-economic and political changes. Ensure program activities are sensitive and responsive to the changes in a timely manner.
  • Aggressively seek new opportunities and build strategic partnerships. Keep up to date with donor policies and application processes, and potential NGO funding opportunities. Assist in the tracking of new funding opportunities and calls for applications/proposals;
  • Lead in the preparation of concept notes and initiate negotiations with donors in coordination and consultation with the team;
  • Lead the development and execution of resource mobilization strategy for fund diversification, and revenue projections;
  • Provide guidance for the development of key communication messages, policy positions, good practices and promotional material for internal and external audiences, to showcase Ethiopia programs, enhance the organization’s public image and attract donors;
  • Work with in-country and regional team on proposals development and fundraising efforts. Ensure internal work processes and cost recovery policies are met in a consistent manner.
  • Together with thematic leads and field project coordinators,  ensure projects are delivered in a quality manner as planned and within approved limit of resources;
  • Lead and organize periodic (at least semi-annual) performance reviews to ensure programmes are delivered in accordance with HelpAge  as well as global humanitarian policies and guidelines, including Codes of Conduct, SPHERE and CHS principles and standards on accountability to the affected populations
  • Work closely with Head of Finance and Operations in ensuring relevant, effective and efficient
  • Support systems to programmes implementation
  • Ensure implementation of solid program management disciplines to enable program effectiveness, quality and innovation;
  • Undertake periodic field visits to program sites, to advise, build relationships and review effectiveness of program implementation;
  • Ensure cross cutting themes (gender, disability and accountability standards) are integrated in programme Engagements;
  • Work closely with HelpAge regional office in Nairobi and HQ in London to ensure programs are implemented according to best practices and in line with HelpAge policies and strategies.
  • Spearhead grant initiation, review, and closure as well as evaluation/reflection;
  • Lead the review and consolidation of work plans and working budgets, procurement plan, spending plan, monitoring implementation and produce progress reports;
  • Oversee country program budgets and management of program spending through monthly BVA and PTA analysis and flag to the relevant program managers and recommend corrective measures for the decision of CD in a timely manner;
  • Strategically lead staffing of program team in line with HelpAge’s values, operating principles and culture, to advance the organization’s vision and mission;
  • Review and adjust the organizational structure and job descriptions, as needed, to provide clear work expectations and adequate resources for achieving program goals;
  • Lead and build partnerships with national and international organizations within the country for joint collaboration, awareness raising and programming;

Contract Length: 1 year (with possibility of extension)

Job Requirements

Qualification and Experience:

  • Masters in Social Work, Development, Business Administration, Management, Economics,  Programme Management or other related fields and at least 10 years of experience (3 of which is in senior  programme leadership and management  role).
  • Solid knowledge and experience on humanitarian and development priorities, polices and guidelines in Ethiopia.
  • Knowledge of major development and humanitarian donors (UNOCHA/EHF, ECHO, BMZ/AA, Irish Aid etc).
  • Excellent skill in one or more social development issues related to ageing (social protection, health and care, protection gender and disability).
  • Proven leadership skill and the ability to manage motivate and inspire a diverse team.
  • Extremely strong communication, negotiation and representation skill and ability to work at national level.
  • Superior and numeracy and information analysis skills.
  • Result oriented ability to work with others, excellent leadership skill and self -management is preferred.
