Dimensions of the Role

The post holder reports to the Country Finance Manager and is responsible for all Plan Mozambique Grants in terms of  cash and budget management,  financial controlling,  reporting and analysis, field visits and community capacity building, and audit of grants as per donor requirements.

Funding systems and process management (50%)

Role and accountabilities

  1. Ensure BD Department compliance to funding approval process and procedures of all 3 stages, including amendments of the Funding Approval Document (FAD)
  • Implement the compliance procedures related to FAD system, ensuring all FADs correspond with the actual stage of the project proposal/grant is at and are up to date and accurate in terms of finances, risk and RACI.
  • Update periodically and circulate with relevant programme and Finance teams the FAD tracker
  • Assist with the preparation and review of contracts of donor/grant agreements, particularly verifying the donor terms and conditions are aligned with Plan policies, procedures and guidelines and FADs
  • Participate and document grants start up meetings and processes.
  1. Ensure BD Department adherence to fund and grants management guidelines and timely uploading of all project proposals/ grants to the online tracker (GMPT) and internal bid tracker
  • Update GMPT tracker on monthly basis
  • Coordinate with Programme and Finance team for relevant information as per needs.
  • Maintain and update on monthly basis grant reporting deadlines and communicate periodically with relevant Programme and Finance teams for timely submission of programmatic and financial grant reports.
  • Feed information bi-weekly on current status of pending and approved project proposals/ grants for the internal bid tracker and verify the information provided is consistent with other BD Department trackers
  • Prepare and update other trackers when required (i.e. COVDI-19 funding tracker)
  • Prepare presentation and reports on data/information analysis when required on funding position (i.e. summary funding analysis per sectors, donor type etc.)

  1. Ensure BD Department quality information management through regular maintenance of  physical and electronic files relevant to project proposals/ grant files
  • Regular maintenance of project proposals/ grants files with key relevant information on all FADs stages.
  • Update internal Plan documents when required and other tools including preparation of BD department documents and files for internal and external audits.

         Promotes and abides by internal policies and procedures including but not limited to:  Child Protection Policy; Code of Conduct; mandatory reporting responsibility.

         A part of Country Office Finance Department and will perform other complimenting Finance duties as assigned by supervisor

  • Any other task that may be assigned
  1. Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Technical expertise, skills and knowledge

Essential

  • Bachelor’s Degree in Accounting
  • 2 years’ experience in a similar role working in a computerized accounting office in an NGO set up.
  • Strong Analytical skills
  • Ability to work well with others under deadline situations and respond to changes in priorities
  • Ability to interpret and work accordance with laid down procedures.
  • Excellent interpersonal skills
  • Proficient in computer skills and use of relevant software and other applications, e.g. word processing, spreadsheet, word, internet

Desirable

  • Knowledge of using SAP
