Organizational Setting and Reporting Relationships:

The position is located in the Integrated Office of the Office of the Deputy Special Representative of the Secretary-General, Resident and Humanitarian Coordinator (henceforth the Integrated Office) for Somalia. The incumbent will report to the Senior Development Coordination Officer, Strategic Planning and Head of Integrated Office.

Responsibilities

Within delegated authority, the Associate Development Coordination Officer, Data and Financial Management and Results Monitoring/Reporting will be responsible of the following duties:

Summary of Functions:

  1. Provides substantive support for the development and implementation of UN Country Team (UNCT) data and research strategies
  2. Assists in the development and expansion of strategic research and data partnerships
  3. Supports monitoring and reporting processes for the UN MPTF, including on financial reporting and performance of the Fund. Supports the overall financial management of the RCO.
  4. Supports knowledge management and capacity development

Description of Functions:**

  1. Provides substantive support for the development and implementation of the UNCT data and research strategies
  2. Assists in the design and implementation of the UNCT’s data and research strategy, in alignment with the UN Strategic Framework 2017-2020.
  3. Undertakes empirical analysis, data mining and visualization, as assigned, to assist the DSRSG/RC/HC and UNCT, including results groups, in developing reports and working papers on sustainable development topics;
  4. Compiles and analyses information on the latest developments of the use of new types of data sources and tools (e.g. big data) for sustainable development;
  5. Provides substantive and analytical support to DSRSG/RC/HC and UNCT in preparing and positioning the UN to accelerate the achievement of the Sustainable Development Goals (SDGs) in the country, including the drafting of reports, as well as analytical and position papers;
  6. Contributes to UNCT research and development of data and research tools and methodologies at the country level;
  7. Keeps abreast of emerging development issues to optimize UNCT’s analytical capacity to respond to national priorities;
  8. Contributes substantively to the development and implementation of peer review and quality assurance mechanisms for UNCT’s research products;
  9. Contributes to the development of the One UN Country Results Report.
  10. Assists in the development and expansion of strategic research and data partnerships, including with UN entities at regional and HQ level, government counterparts, research institutes, leading global thinkers on development, and civil society, among others.
  11. Supports the UN’s work with national data and statistical systems, facilitating engagement with national entities and data systems;
  12. Communicates and coordinates with existing partners and helps form new partnerships with UN agencies, academia, the private sector, and governmental agencies to further the use of data science for development.
  13. Communicates and coordinates with internal and external partners on data collection and project/research implementation;
  14. Supports the convening of key thinkers on sustainable development and 2030 Agenda to provide inputs on, advise and steer the UNCT’s research and data agenda.
  15. Assists in strengthening the UNCT’s partnerships with research institutions and similar entities across the UN system though concrete collaboration on areas of the 2030 agenda.
  16. Undertakes monitoring and reporting of UNCT results under the UN Development Assistance Framework / UN Strategic Framework (UNDAF/UNSF)
  17. Supports inter-agency efforts on results and progress monitoring and reporting on the UNDAF and Joint Programmes, particularly through UNINFO;
  18. Assists in preparing the UNDAF monitoring and evaluation (M&E) framework and reporting results at country, regional and global levels.
  19. Contributes to independent evaluations of UNDAFs as a key element of the UNDAF cycle, and other interagency work related to monitoring, evaluation and reporting;
  20. Provides monitoring and reporting support to the UN Multi-Partner Trust Fund (UN MPTF), and facilitates and tracks financial disbursements of UN MPTF Funds, and manages RC Office Budget.
  21. Supports monitoring and reporting processes for the UN MPTF at portfolio level, including on financial reporting and performance of the Fund.
  22. Provides timely, relevant and accurate financial reports & analysis of financial disbursements from UN MPTF office to projects and programmes.
  23. Analyses and communicates to UN entities and partners on funding gaps, funding availability, and other relevant financial matters required for effective implementation of UN MPTF programmes.
  24. Coordinates and communicates on other potential sources of funding (e.g. PBF, UN HSTF, etc.) in support of UN resource mobilization efforts;
  25. Provides support on day to day financial management to enable better planning and use of RCO resources.
  26. Prepares and reviews of financial reports, including expenditure and progress reports against RCO work plan and ensures amendments are made accordingly.
  27. Tracks and report on RCO locally mobilized project resources.
  28. Supports knowledge management and capacity development related to data and monitoring
  29. Assists in the sharing of best practices within the UNCT and with UNCTs in the (sub)region and globally, based on a solid understanding of the incentives that people need to utilize knowledge.
  30. Advocates for knowledge sharing, inspiring others within the RCO and UNCT to contribute their expertise through internal and external platforms and tools, working closely with colleagues at the regional level to ensure usable knowledge is shared between and applied by UNCTs.
  31. Assists in the identification of good practices and lessons learned at the different levels of the UN System (national, regional and global) and share findings with HQ, Regional and country colleagues so that best practices benefit UN’s work;
  32. Contributes to the UNCT’s exchange of best practice, trends, knowledge and lessons learned with external partners.
  33. Provides substantive support for assigned thematic activities and knowledge-sharing forums and encourages others to participate.
  34. Contributes to knowledge sharing (including through training and peer exchange) amongst UN staff on issues related to UN strategic planning frameworks, methodologies and tools;
  35. Draws upon other UN experiences, lessons learned and knowledge networking to provide contributions to strategic planning processes.

Qualifications:

Education:

A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

A minimum of two years of progressively responsible experience in providing strategic support to research and data analysis, knowledge management or project/programme management, financial management in the context of development cooperation or related area is required.

Language:

Fluency (spoken and written) in English is required. Knowledge of Somali is mandatory

UNDP role in UN coordination

UN coordination is a key priority for UNDP and a commitment in our Strategic Plan. The UNDP Administrator is the Chair of the UN Development Group (UNDG), which unites the funds, programmes, specialized agencies, departments and offices of the UN system that play a role in development. Created by former UN Secretary-General Kofi Annan and endorsed by the General Assembly, the UNDG seeks to ‘facilitate joint policy formulation, encourage programmatic collaboration and realize management efficiencies’ among UN agencies.

At the country level, this interagency structure is embedded in the Resident Coordinator System (RCS), which encompasses all organizations of the United Nations system with operational activities for development. The RCS is managed by UNDP on behalf of the entire system. The Resident Coordinator function is carried by the UNDP Resident Representative. As the designated representative of the Secretary-General, the Resident Coordinator is the leader of the UN Country Team (UNCT) and plays a central role in coordinating the UN’s development operations and ensuring alignment with national priorities. UNDP provides the lion’s share of the resources needed to maintain the RC system in over 130 countries. The remainder of the RCS funding comes from a cost-sharing arrangement between all participating agencies.

UNDP also administers the UN Capital Development Fund, which helps developing countries grow their economies by supplementing existing sources of capital assistance by means of grants and loans; and UN Volunteers, which fields over 6,000 volunteers from 160 countries in support of peace and development through volunteerism worldwide.
