Background

Organizational Setting and Reporting Relationships: The position is located in the United Nations Resident Coordination Office (RCO) in South Sudan and reports to the Strategic Planning Advisor and Team Leader. Responsibilities: Within delegated authority, the Development Coordination Officer, Partnerships and Development Finance will be responsible of the following duties:

Summary of Functions:

  1. Assists in providing substantive support for strategic planning for and coordination of UN Country Team (UNCT) and partnerships
  2. Participates in joint resource mobilization for the UN Cooperation Framework (UNCF)
  3. Provides substantive support on financing for accelerating the achievement of the Sustainable Development Goals (SDGs), as directed
  4. Supports knowledge management and capacity development

Duties and Responsibilities

1. Provides substantive support for strategic planning for and coordination of UNCT partnerships

  • Provides substantive support, as assigned, for the development and implementation of the UN Cooperation Framework;
  • Contributes to dialogues with partners to improve development assistance policies and practice;
  • Assists in liaison and coordination with UN entities at country, regional and HQ levels, to help package and define UN business strategies, including differentiated value propositions to attract partners, both traditional and non-traditional.
  • Provides substantive support to the DSRSG/RC/HC and the UNCT in identifying risks and opportunities related to specific partnerships, and suggests mitigation measures as relevant;
  • Prepares inputs on due diligence processes of potential investment and partnership opportunities, in accordance with UN regulations and procedures;
  • Provides substantive support to DSRSG/RC/HC /UNCT to develop and implement locally-tailored partnerships and resource mobilization strategies and initiatives;

2. Participates in joint resource mobilization for the UN Cooperation Framework

  • Contributes to the design, formulation, implementation, monitoring and reporting of joint programmes and programming processes for use in joint resource mobilization;
  • Provides substantive support to the DSRSG/RC/HC /UNCT to develop and implement locally-tailored resource mobilization strategies and initiatives, and identify appropriate data and benchmarks to measure progress and success;
  • Monitors and analyzes existing resource mobilization partnerships and relationships, including those with high net worth;
  • Assists in the production and distribution of marketing materials to raise awareness about opportunities for working with the UN on SDG investment;
  • Contributes to building the UN brand via events, media and public relations opportunities targeted to the diverse partners, in close collaboration with the UN Communications Group.

  • Provides substantive support on financing for development options, instruments, modalities to the DSRSG/RC/HC /UNCT, in alignment with the Common Country Analysis (CCA), UNCF, and similar strategic frameworks;
  • Analyzes trends and provides substantive support on new and innovative financing mechanisms for development and SDG acceleration;
  • Provides inputs for briefing papers and discussion points on issues related to financing for development for consideration by DSRSG/RC/HC /UNCT;
  • Assists in engaging with external stakeholders – including the national government, international financial institutions and others – on financing for SDG acceleration;
  • Contributes to the design and execution of innovative proposals to strengthen the UNCT engagement and reputation, and to generate greater financial resources in support of the SDGs;
  • Assists in the establishment and management of the country-based SDG Fund.
  • Supports knowledge management and capacity development
  • Assists in the development, maintenance and sharing of knowledge and intelligence, to inform and position the DSRSG/RC/HC /UNCT to effectively generate and harness opportunities to meet its resource mobilization targets;

  • Undertakes activities to strengthen the capacity of UNCT to mainstream and promote SDG investment;

Required Skills and Experience

Education:

Advanced university degree (Master’s degree or equivalent degree) in business or public administration, sustainable development, social sciences, education or related area. A first-level university degree in combination with four additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

A minimum of two years of progressively responsible experience in providing strategic support to partnerships, project/programme management, resource mobilization or development finance in the context of development cooperation or related area is required.

Language Requirments:

  • Fluency in one of the working languages of the UN Secretariat, English or French, is required;
  • Knowledge of Arabic is an added advantage but not a requirementAdditional requirements: National Professional Officers are nationals of the country in which they are serving, and their functions must have a national context, i.e. functions that require national experience or knowledge of the national language, culture, institutions, and systems.

UNDP role in UN coordination

UN coordination is a key priority for UNDP and a commitment in our Strategic Plan. The UNDP Administrator is the Chair of the UN Development Group (UNDG), which unites the funds, programmes, specialized agencies, departments and offices of the UN system that play a role in development. Created by former UN Secretary-General Kofi Annan and endorsed by the General Assembly, the UNDG seeks to ‘facilitate joint policy formulation, encourage programmatic collaboration and realize management efficiencies’ among UN agencies.

At the country level, this interagency structure is embedded in the Resident Coordinator System (RCS), which encompasses all organizations of the United Nations system with operational activities for development. The remainder of the RCS funding comes from a cost-sharing arrangement between all participating agencies.
