Org. Setting and Reporting

The post is based in the Human Resources Section of the Executive Office, United Nations Office for the Coordination of Humanitarian Affairs (OCHA) in Nairobi, Kenya. OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA’s mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.
The Associate Human Resources Officer reports to the Human Resources Officer located in Geneva, Switzerland.

Responsibilities

General
•Provides advice and support to managers and staff on human resources related matters.
•Keeps abreast of developments in various areas of human resources.
Recruitment and placement
•Coordinates with client offices in identifying upcoming vacancies.
•Prepares vacancy announcements, reviews applications, and provides a short-list to clients’ offices.
•Reviews recommendation on the selection of candidate by client offices.
•Prepares and presents cases to appointment and promotion bodies.
•Serves as ex-officio in examinations boards.
•Monitors the work of the Human Resources Assistants in carrying out all human resources administrative transactions including preparation of personnel actions, maintenance of staffing tables, and processing of contracts.
•Supervises the maintenance of the human resources filing system.
Administration of entitlements
•Administers and provides advice on salary and related benefits, travel, and social security entitlements.
•Provides advice on interpretation and application of policies, regulations and rules. Reviews and provides advice on exceptions to policies, regulations and rules.
•Reviews the applications for internship programmes; handles correspondence with applicants.
Staff development and career support training
•Identifies and analyzes staff development and career support needs and designs programmes to meet identified needs.
•Provides induction orientation and briefing to new staff members.
Other duties
•Prepares classification analysis of jobs in Professional and General Service and related categories.
•Provides guidance to programme managers on the application of classification policies and procedures and by undertaking whole office review.

Education

Advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, education or related field is required. A first-level university degree in in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of two years of progressively responsible experience in human resources management, administrative services or related area is required.
Experience with online recruitment systems and Enterprise Resources Planning systems (such as Inspira IMIS or Umoja or similar) is required.
Experience in administration of benefits including processing of education grants, HR related travel entitlements, annual declarations and non-family duty station allowances within the United Nations Common System is desirable.

Languages

Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. For this position, fluency in English is required. Knowledge of another UN official language is desirable.

Assessment

The evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

Special Notice

This position is funded for a finite period of one year. Extension of the appointment is subject to extension of the mandate and the availability of the funds. The contract will be administered by United Nations Development Programme (UNDP) on behalf of OCHA.
Appointment against this post is on a local basis.

The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) is a United Nations (UN) body formed in December 1991 by General Assembly Resolution 46/182. The resolution was designed to strengthen the UN's response to complex emergencies and natural disasters. Earlier UN organizations with similar tasks were the Department of Humanitarian Affairs (DHA), and its predecessor, the Office of the United Nations Disaster Relief Coordinator (UNDRC). In 1998, due to reorganization, DHA merged into OCHA and was designed to be the UN focal point on major disasters. It is a sitting observer of the United Nations Development Group.After merging with the DHA, its mandate was expanded to encompass the coordination of humanitarian response, policy development and humanitarian advocacy. The agency's activities include organization and monitoring of humanitarian funding, as well as information exchange, coordination and rapid-response teams for emergency relief. Since 29 May 2015, OCHA is led by Stephen O'Brien as Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator (USG/ERC), appointed for a five-year term.From 2013 to 2016, OCHA organized the World Humanitarian Summit that was held in Istanbul, Turkey, on May 23 and 24, 2016.
