Operational context

The humanitarian situation in the Democratic Republic of the Congo (DRC) is one of the most complex protection crises in the world. The country experiences multiple armed and inter-communal conflicts characterized by forced displacement and serious human rights violations compounded by adverse weather conditions such as frequent flooding in some areas and volcanic eruptions and the resurgence of high-impact epidemics such as Ebola, cholera, and COVID-19. As of July 2021, DRC hosted about 5.1 million conflict induced IDPs, 3.8 million IDPs returnees and tens of thousands affected the volcanic eruption of Mount Nyiragongo in May 2021 mainly in its Eastern and Southern provinces. UNHCR has declared L2 emergencies for the Congolese refugee situation and for the volcanic eruption. Two previous L3 emergencies declared within the last four years have expired although the situation of internal displacement persists with about 1.3 million displaced in the first half of 2021. Yet DRC also hosts over 535,000 refugees – half of all refugees in the Southern Africa region – mainly from Central Africa Republic, Rwanda, South Sudan, and Burundi and are dispersed across its Northern and Eastern provinces.

UNHCR support the Government through the National Commission for Refugees (CNR) to conduct the registration and documentation using proGres v4 and BIMS and are expanding distributions using GDT to cover more in-kind assistances provided by UNHCR and partners including WFP. Four proGres v4 Business Units are used to manage the data of the refugees dispersed in the expansive country. Because most refugees reside in camps, in remote rural areas with limited connectivity to the internet, the operation relies on a growing number of offline tools( RApp and BIMS servers) to conduct registration, assistance, and voluntary repatriation.

DRC also has weak and unharmonized identity management system for its nationals. This has affected the Government’s plan, together with its partners, to implement social protection and resilience programs targeting IDPs, returnees, refugees and hosting populations, including the World Bank’s Stabilization of Eastern DRC for Peace Project (STEP I – III). In 2020, the Government requested UNHCR to explore using PRIMES tools to enroll targeted IDPs, returnees and hosting populations. A workshop held in November 2020 approved the concept based on a multi-Government agencies’ led enrolment involving CNR, local and provincial authorities and experts under the ministries of interior and planning and specialized agencies such as the National Institute of Statistics (INS) and the National Organization for population identification (ONIP). The pilot under the concept is an estimated 40,000 IDPs, returnees and hosting families in DRC’s Southern provinces of Kasai and Kasai Central covered by UNHCR’s SO of Kananga. UNHCR will also assit the government in Nord and Sud Kivu to enrol those IDPs affected by the volcanic eruption for targeted assistance. UNHCR will provide the Government access to proGres and BIMS to enroll the target population and use the data, including through GDT to provide various forms of assistance, and support activities of other agencies. This approach will be deployed in other IDPs situation in the country in 2022 on need basis.

Duties

  • Manage the use, maintenance and technical support of core operational data applications, including systems that manage refugee registration and identity management, including overseeing the quality of data collection and ensuring consistency with standards and guidelines.
  • Perform database administrator functions in relation to local field server machines that contain operational data, and refugee and other persons of concern data.
  • Respond and manage user access permissions for UNHCR staff, local government and NGO partners to global applications in accordance with the policies and standards, including the Data Protection Policy and regional or local country data protection protocols.
  • Assist in designing and developing standard reports, templates and forms, while ensuring consistency with global guidance and policies, and in consultation with relevant stakeholders, including business module owners.
  • Identify, diagnose and escalate for the resolution of technical user errors, bugs and queries related to UNHCR core applications on persons of concern data and other operational data systems, in consultation with headquarters, external developers and support teams.
  • Contribute to the capacity building and guidance of technical users and administrators.
  • Monitor user management and conduct regular clean-up of user accounts and access permissions in accordance with relevant guidance and procedures of the applications and systems under his/her responsibility.
  • Monitor device and user management within local client and field server solutions, including monitoring frequency of data synchronization to prevent and mitigate data loss.
  • Analyse and respond to user requests and queries, including compilation and assessment of applications enhancements and change requests.
  • Assist with data quality assessment, data clean-up and data mapping from legacy or external database systems to the applications, as required.
  • Conduct data collection audits as required.
  • Conduct field testing of new functionalities within respective applications, as required.
  • Support the design and strengthening of operational reports and statistics, including provision of training and user guidance.
  • Support discussions and definitions of business requirements for interoperability of local tools and applications within the core applications, in consultation with business owners and relevant governance structures.
  • Keep apprised of evolving technology and new business needs to support operational data management systems, including registration, identity and population data management in the country operations;
  • Provide business analysis for operational needs.
  • Perform other related duties as required.

Minimum Qualifications – Education & Professional Work Experience

Education

University degree in information technology, demography, geography, economics, statistics, social science, information management, engineering, or any related area, or an equivalent combination of relevant training and experience in shelter and information management related activities in natural disaster or conflict situations.

Experience

Essential

  • 3 years relevant experience with Undergraduate degree; or 2 years relevant experience with Graduate degree; or 1 year relevant experience with Doctorate degree.
  • Excellent computer skills, particularly in data management. Technical expertise in registration, operational data management and individual case management. Knowledge of SQL or Microsoft Dynamics CRM.
  • Knowledge of UNHCR data standards and procedures.

Desirable

  • Previous experience in registration or individual case management, including use of UNHCR proGres and/or BIMS software.
  • Completion of UNHCR learning programmes or specific training relevant to functions of the position.
